It is the desire of the Board to organize a joint authority together with the Township of Hopewell and the Borough of South Heights, both situate in Beaver County, Pennsylvania, under the Municipality Authorities Act of May 2, 1945, P. L. 382, as amended. The name of the Authority shall be the "Creswell Heights Joint Authority, Allegheny County, Pennsylvania." The home office of the Authority shall be located at Glenwillard, Crescent Township, Allegheny County, Pennsylvania.

The project to be undertaken by the Creswell Heights Joint Authority is the acquiring, holding, construction, extending and water distribution systems, to serve the incorporating municipalities and such other territory as the Authority may lawfully service. The Creswell Heights Joint Authority is hereby granted the authority and permission to lay, maintain, repair and renew waterlines in all of the streets, lanes, ways and alleys which have been duly recognized and accepted by the Township.

The members of the Board of the Creswell Heights Joint Authority shall be seven in number and they shall be appointed as follows:
A. 
From the Township of Crescent three; from the Township of Hopewell two; and from the Borough of South Heights two.
B. 
Each member of the Board shall be appointed by the governing body of the municipality which he is to represent on said Board. The term of office of any member of the Board appointed to succeed any of the first members of the Board shall be for a period of five years.
C. 
The Board of Supervisors, the Board of Commissioners or the Council as the case may be shall, at a meeting held not later than one month prior to January 1, in each year in which a vacancy occurs in the office filled by that municipality, appoint as a member of the Board, a citizen of that municipality, for a term of five years to succeed the member whose term expires on January 1, next succeeding.
D. 
Any vacancy in the Board shall be filled by the governing body of the municipality which appointed the member whose vacancy is to be filled, and the person appointed to fill such vacancy shall hold office for the remainder of the unexpired term of the member whose vacancy in office he has been appointed to fill.
