The Housing Authority is created for the creation, development and management of housing and housing programs in the Town of Bolton.
A. 
There will be five members, four of whom are elected by the Town. The fifth is appointed by the Massachusetts Department of Housing and Community Development. At creation of the Authority, members will be appointed by the Select Board; these individuals will serve until members are elected at the next Town election.

B. 
Initial terms are as follows:
(1) 
The individual receiving highest number of votes: five-year term.
(2) 
The individual receiving second highest number of votes: four-year term.
(3) 
The individual receiving third highest number of votes: two-year term.
(4) 
The individual receiving fourth highest number of votes: one-year term.
(5) 
The individual appointed by the Massachusetts Department of Housing and Community Development will serve an initial term of three years.
C. 
As terms expire, successors will be appointed or elected in the same way, but for a term of five years. Membership is restricted to residents of the Town. Vacancies, aside from the expiration of terms, will be filled/appointed by the Select Board until new members can be elected at the next Town election.
