Costs incurred by this City to abate violations of this chapter shall be paid for by the municipal treasury upon certification of the city's Code Enforcement Officer. Such costs shall be charged against the premises, and shall constitute a lien thereon in favor of the municipality, and the amount of such costs shall be entered on the tax rolls as being due and payable. Such costs may also be recovered in any other lawful manner and, in particular, Chapter 111 of this city's municipal code.
A. 
All delinquent fees, penalties and surcharges shall be paid by the owner prior to any transfer of an ownership. If the fees and penalties are not paid prior to any transfer, the new owner shall pay all delinquent fees and penalties no later than 30 days after the transfer of ownership.
B. 
All of the above fees, penalties and surcharges shall be paid prior to the issuance of any certificates or permits issued by the City. In the event that they are not paid, they shall constitute a lien upon the real property, to be collected in the same manner as other City charges.
