The Common Council of the City of Glens Falls, by adoption of
Local Law No. 4-2008, authorized the transfer of administering civil
service responsibilities from the City of Glens Falls Personnel Officer
to Warren County Civil Service. Because of this transfer of services
and as advised by Warren County Civil Service, it would be more appropriate
to create a Human Resources Department. In addition, the duties and
title of "Personnel Officer" are no longer appropriate for the administrator
of said office. The title of "Human Resources Director" was recommended
by Warren County Civil Service. This position shall be the director
of the City of Glens Falls Human Resources Department.
There is hereby established in the City of Glens Falls the Human
Resources Department, replacing the Personnel Department.
The administrative head of the Human Resources Department shall
be the Director of the Human Resources Department, who shall be appointed
by the Mayor of the City of Glens Falls. Duties include, but are not
limited to, all aspects of human resource management, including labor
relations, employee benefits, compensation, training and disciplinary
action; the Director will have the power to appoint or remove employees
that may be established by the Mayor and Common Council.
In addition to the Director, the Human Resources Department
shall have such additional staff and personnel as the Mayor shall,
from time to time, determine. The Director shall have the power of
appointment for the positions created by the Mayor.
