Any drain (including indoor drains and sinks), or conveyance whether
on the surface or underground, that allows any nonstormwater discharge
including sewage, process wastewater and wash water to enter the Borough's
separate storm sewer system or waters of the commonwealth is prohibited.
Any drain or conveyance connected from a commercial or industrial
land use to the Borough's separate storm sewer system, which has not
been documented in plans, maps or equivalent records and approved
by the Borough, is prohibited.
No person shall allow, or cause to allow, discharges into the Borough's
separate storm sewer system or into surface waters of the commonwealth
which are not composed entirely of stormwater, except:
The following discharges are authorized unless they are determined
to be significant contributors to pollution to a regulated small MS4
or to waters of this Commonwealth:
Discharges
from potable water sources including water line flushing and fire
hydrant flushing if such discharges do not contain detectable concentrations
of total residual chlorine (TRC).
In the event that the Borough or PADEP determines that any of the discharges identified in Subsection D of this section significantly contribute to pollution of waters of the commonwealth, or is so notified by PADEP, the Borough will notify the responsible person(s) to cease the discharge.
Upon notice provided by the Borough or PADEP under Subsection E of this section, the discharger will have a reasonable time, as determined by the Borough or PADEP, to cease the discharge, consistent with the degree of pollution caused by the discharge.
When it is more advantageous to connect directly to streets or storm
sewers, connections of roof drains to streets or roadside ditches
may be permitted by the Borough.
No person shall modify, remove, fill, landscape or alter any existing
stormwater BMP, facilities, areas or structures unless it is part
of an approved maintenance program, without the written approval of
the Borough.
No person shall place any structure, fill, landscaping or vegetation
into a stormwater BMP, facilities, areas, structures or within a drainage
easement which would limit or alter the functioning of the BMP without
the written approval of the Borough.
