It is found and declared that:
A. The discharge and firing of air pistols and air rifles of a type
capable of firing projectiles within the compact parts of the City
of Laconia has constituted a public nuisance and an increasing detriment
to the public health, comfort, convenience, safety, welfare and prosperity
of the residents of the City of Laconia; and
B. The necessity in the public interest for the provisions and prohibitions
hereinafter contained and enacted is a matter of legislative determination
and public policy, and it is further declared that the provisions
and prohibitions hereinafter contained and enacted are in pursuance
of and for the purpose of securing and promoting the public health,
comfort, convenience, safety, welfare and prosperity and the peace
and quite of the City of Laconia and its inhabitants.
As used in this chapter, the following terms shall have the
meanings indicated.
It shall be unlawful for any person to discharge or fire any
air rifle or air pistol capable of firing projectiles on any city
street or public place or within the compact parts of the City of
Laconia without the written permission of the Chief of Police of the
City of Laconia.
Any person who violates any of the provisions of this chapter
shall be guilty of a violation not to exceed a penalty of $100. Such
person shall be deemed to be guilty of a separate offense for each
and every day during any portion of which any violation of this chapter
is committed, continued or permitted by such person and shall be punishable
therefor as provided therein.
