In any case where a provision of this chapter is found to be
in conflict with a provision of any ordinance or code of the City
of Laconia existing on the effective date of this chapter or adopted
hereafter, the provision which, in the judgment of the City Council,
establishes the higher standard for the promotion and protection of
the health and safety of the people of the City of Laconia shall prevail.
In any case where a provision of this chapter is found to be in conflict
with a provision of any other chapter or code of the City of Laconia
existing on the effective date of this chapter, or adopted hereafter,
which establishes a lower standard for the promotion and protection
of the health and safety of the people, the provisions of this chapter
shall be deemed to prevail and such other chapter or codes are hereby
declared to be repealed to the extent that they may be found in conflict
with this chapter.
In the case of a dispute, the City Council shall be the deciding
authority.
Nothing in this chapter or in the Plumbing Code hereby adopted
shall be construed to affect any suit or proceeding impending in any
court or any rights acquitted or liability incurred or any cause or
causes of action acquired or existing under any act or ordinance hereby
repealed, nor shall any just or legal right or remedy of any character
be lost, impaired or affected by this chapter.
