The City reserves the right to prohibit any person from installing
or building sewers, septic tanks, leaching fields or other facilities
for the handling or disposing of sanitary sewage or industrial wastes
if, in the past, said person has refused to abide by this chapter
or if said person's performance has proven to be of inferior quality
and therefore requires an unusual amount of supervision by the City
in relation to other persons.
