The Commissioner of Public Works is hereby authorized and directed,
upon payment of a fee of $1 to the Comptroller, to issue a permit
to any resident of the City of Yonkers making application therefor
to fish in the Grassy Sprain Reservoir. Such permit may be issued
to persons who have attained the age of 70 or are blind without payment
of said fee. All permits shall be subject to the conditions and regulations
set forth in 100-24 of this article and to the applicable provisions
of any general, special or local law, this Code and any ordinance
or regulation relating to the maintenance of said reservoir or to
the taking of fish therefrom.
All permits shall be issued subject to the following conditions
and regulations, which are hereby established:
A. Permits shall be valid only for the period commencing in the calendar
year in which permit is issued or at such times as shall be designated
by the Commissioner of Public Works and shall be revocable by the
Commissioner of Public Works for any nuisances committed or for any
violation of these regulations.
B. The watershed watchman employed by the City at the reservoir is authorized
to take up the permit of any person found committing any nuisance
or any violation of these regulations and is directed to deliver said
permit to the Commissioner of Public Works with a statement, in writing,
of the reason or reasons that caused him to take up such permit.
C. No fishing shall be permitted within a distance of one mile north
of the dam or spillway or from the east bank of the reservoir, nor
shall fishing be permitted after nightfall.
D. Fishing shall not be permitted from boats, and wading or the use
of boots shall not be allowed.
E. Picnicking or eating along the shores of the reservoir is prohibited.
F. Expectorating in the reservoir area is prohibited.
G. No debris or refuse of any kind shall be left or deposited in the
reservoir area, and no nuisance of any kind shall be committed therein.
H. No person 16 years of age or more shall be permitted to fish in the
reservoir without first having procured a permit from the Commissioner
of Public Works.
I. No permit shall be issued to any person whose prior permit has been
revoked by the Commissioner of Public Works for a violation of the
conditions and regulations herein prescribed.
