A. 
Residential collection. All garbage and rubbish collection from one- and two-family residential units shall be provided by the Village pursuant to an agreement between the Village and the contractor, including collection times and restrictions regarding residential garbage and rubbish collection. The Village Board shall bill each residential unit for the cost of such collection annually and shall place such charge on the tax roll as a special charge pursuant to § 66.0627, Wis. Stats.
B. 
Commercial, industrial and institutional collection. Commercial, industrial and institutional garbage may be collected by any garbage hauler licensed by the Village by agreement between such user and the licensed garbage hauler, and the Village assumes no liability for such fees.

It shall be illegal for any person to dump, dispose, litter or store refuse in the Village outside of a licensed sanitary landfill facility on either private or public lands. The exception is, residents of the Village of Fremont are provided a designated storage area by the Village of Fremont.
Any person who shall violate any provision of this article shall be subject to a penalty as provided in Chapter 1, General Provisions, Article I, Construction and Penalties, of this Code.

Except for construction or demolition materials, no person shall, for a fee, engage in the hauling of solid waste, as defined in § 285.01(40), Wis. Stats., within the Village without a license issued by the Village Board.
The application for a license shall be submitted to the Clerk-Treasurer on a form supplied by the Clerk-Treasurer. The application shall list the equipment and vehicles to be used in the collection of solid waste within the Village. All landfill sites to be used by the licensee shall be stated on the application and shall be licensed by the Wisconsin Department of Natural Resources.
A certificate of insurance shall accompany the application evidencing liability coverage of $300,000 for the injury or death of one person, $500,000 for one accident, and $10,000 for property damage.
The garbage hauler's license fee shall be $25 per year or fraction thereof and shall expire on December 31 of each year.
The application shall be referred to the Director of Public Works for recommendation to the Village Board.
Upon reviewing the application and the recommendation of the Director of Public Works, the Village Board shall grant or deny the license.
Only packer-type trucks shall be used for the collection of solid waste within the Village. No filled or partially filled garbage truck shall be kept in the Village overnight, and all such trucks shall be maintained so as to prevent an odor nuisance. The license for each vehicle shall be attached to such vehicle in a conspicuous place at all times.
Except as otherwise specifically provided in this article, any person who shall violate any provision of this article or any order, rule or regulation made hereunder shall be subject to a penalty as provided in Chapter 1, General Provisions, Article I, Construction and Penalties, of this Code.
