Employees of the Town of Haverstraw hired prior to November
18, 2004, who have completed five years of full-time service and who
are employed by the Town of Haverstraw at the time of their retirement
and who are eligible for retirement under the New York State Retirement
System and who are actually receiving a pension from the New York
State Retirement System will receive health insurance coverage from
the Town of Haverstraw. Employees of the Town of Haverstraw hired
after November 18, 2004, who have completed 10 years of full-time
service and who are employed by the Town of Haverstraw at the time
of their retirement and who are eligible for retirement under the
New York State Retirement System and who are actually receiving a
pension from the New York State Retirement System will receive health
insurance coverage from the Town of Haverstraw. Employees of the Town
of Haverstraw hired after August 1, 2011, who have completed 15 years
of full-time service and who are employed by the Town of Haverstraw
at the time of their retirement and who are eligible for retirement
under the New York State Retirement System and who are actually receiving
a pension from the New York State Retirement System will receive health
insurance coverage from the Town of Haverstraw. Employees of the Town
of Haverstraw hired after July 1, 2014, who have completed 20 years
of full-time service and who are employed by the Town of Haverstraw
at the time of their retirement and who are eligible for retirement
under the New York State Retirement System and who are actually receiving
a pension from the New York State Retirement System will receive health
insurance coverage from the Town of Haverstraw. In each instance cited
above, based on either five, 10, 15 or 20 years of service, upon the
death of the eligible employee, the employee's surviving spouse, if
any, shall be entitled to receive individual health insurance coverage
until the death or remarriage of the surviving spouse. Coverage shall
be for individual or family benefit, as the retiree's situation shall
warrant. This provision shall not apply to Town of Haverstraw employees
who are members of collective bargaining units.
Employees that are eligible to receive health insurance, as provided in §
34-1 that contribute towards health insurance before retirement, will pay the same percentage of contribution towards health insurance that they paid prior to retirement, after the employee has retired.
In the event that the employee receives health coverage from
any other source, including other private coverage, or from any government
program, such as Medicare, the other coverage shall be considered
primary and the coverage to be provided by the Town shall be secondary
in nature.
The provisions of Chapter
34 shall only apply to those individuals actually employed by the Town of Haverstraw at the time of their retirement.
