The Department shall be headed by a Director, who shall be chosen on the basis of his or her executive and administrative qualifications, with special reference to his or her actual knowledge of accepted practices in respect to the duties of his or her office as hereinafter set forth.
The Department shall perform all appropriate functions associated with:
A. 
Construction/building licenses, permits and inspections and related services.
B. 
Inspection and enforcement of all fire code regulations.
C. 
Inspection of and coordination of demolition services.
D. 
Property inspection and enforcement of City property maintenance code and related services.
E. 
Coordination and enforcement of VIP Loan Program and regulated services.
F. 
Supervision and coordination of landlord/tenant services.
G. 
Licensing and enforcement of mercantile code.
H. 
Inspections and enforcement of weights and measures statutory provisions.
The Department shall be organized pursuant to a plan approved as provided in § 4-34B. The Department shall consist of:
A. 
Director's Office Division.
B. 
Inspection Division.
C. 
Regulatory Division.
