A. 
Bicycles propelled by the individual, including tandems or tricycles, but having no motor power, shall not be permitted on the Boardwalk of Atlantic City from 12:00 noon to 4:00 p.m. daily, except that from May 15 through September 15, such bicycles shall only be permitted from 6:00 a.m. to 12:00 noon daily. Twenty-four-hour riding is permitted from Connecticut Avenue to Gardner's Basin. On the stretch of Boardwalk from Jackson Avenue to Albany Avenue, bicycle riding shall be permitted from 6:00 a.m. to 12:00 noon on Saturdays and Sundays from July 1 through Labor Day, then allowed for twenty-four-hour unrestricted use outside those specific dates.[1]

B. 
For special events, the Mayor is authorized to issue special events permits allowing the use of bicycles upon the Boardwalk, in connection with such special event, at hours or times otherwise prohibited under this section, provided that permission from the City to conduct such special event has first been obtained.
C. 
[2]No "Segway" or other electric personal assistive mobility device, defined as an electric powered, self-balancing, two-wheeled vehicle designed to transport one person, may be operated on the Boardwalk or on any sidewalk fronting Pacific, Atlantic, Madison, Baltic, Fairmount Avenues or Grammercy Place at any time. The operation of Segways or other electric personal assistive mobility devices shall be permitted on other sidewalks and City rights-of-way subject to the safety and equipment requirements applicable to the bicycle provisions of Chapter 4 of Title 39 of the Revised Statutes, except as to those provisions thereof which by their nature can have no application. This section shall not be construed to apply to motorized wheelchairs, motorized bicycles, or motorcycles.

D. 
Any person violating any provision of this article shall, upon conviction in the Municipal Court, be punished by a fine not exceeding $2,000 or by imprisonment not exceeding 90 days, or both.

E. 
Use of sidewalks and other reserved areas.

(1) 
No person shall ride a two-wheeled bicycle or similar vehicle on any sidewalk fronting Pacific, Atlantic, Arctic, Madison, Baltic, Fairmount Avenues or Grammercy Place at any time. On all other sidewalks within the City, bicycle riding is permitted except where signage is posted indicating otherwise. Signs restricting or prohibiting riding on those sidewalks shall be installed in locations as directed by the Chief of Police or other appropriate City official.

(2) 
No motorized vehicle of any kind shall be ridden on any sidewalk unless otherwise permitted by law. If permitted, such person shall be subject to the following additional provisions: Such person shall yield the right of way to all pedestrians and exempt vehicles. Any person in violation of these provisions shall be subject to the fines as set forth in this section.

F. 
Bicycles operated by casino security patrol employees shall be permitted on that section or area of the Atlantic City Boardwalk immediately surrounding the casino property that the employee is employed to patrol and only during the hours that the employee is on duty.

G. 
Operation of bicycles or vehicles in the City of Atlantic City.

(1) 
Bicycles and users of any manually powered devices utilizing the streets and other public roadways are subject to the rules and regulations promulgated by the State of New Jersey and generally found in N.J.S.A. 39:4-10 et seq.
(2) 
Every bicycle when used at night time shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a lamp on the rear which shall emit a red light visible from a distance of at least 500 feet to the rear.
(3) 
The bicycle or other manually powered device shall be used to carry more persons at once than the number of which it is designed.
(4) 
No person riding any bicycle or any other manually powered device shall attach the same or attach himself or herself to any vehicle, and no operator of any vehicle shall knowingly allow any person riding upon any bicycle or manually powered device to attach the same to, or himself/herself to, the vehicle.
(5) 
Every bicycle or manually powered device shall be equipped with a brake which will enable the operator to make the braked wheels skid on dry, level, clean pavement.
(6) 
Every person riding or operating a bicycle or other manually powered device shall obey all traffic signals, signs and devices in the same manner and to the same extent as would be required if said person is operating a motor vehicle.
(7) 
Every person riding or operating a bicycle or other manually powered device shall be required immediately, before crossing the street or public roadway or any bike path or sidewalk intersection, to come to a complete stop for the purpose of making an observation in order to ensure that said street or sidewalk is clear of pedestrians or vehicles.
(8) 
On any sidewalk where riding is permitted, bicycles shall not ride any more than two abreast.

(9) 
Any person riding a bicycle on any prohibited sidewalk in the Central Business District at any time between the hours of 9:00 a.m. and 9:00 p.m. shall be subject to the maximum fine.

H. 
Parking.

(1) 
All bicycles when parked on sidewalks shall be parked only in the manner as not to obstruct pedestrian traffic or access to adjacent buildings.
(2) 
No bicycle shall be parked in any street.
(3) 
No bicycle shall be parked in such a manner as to obstruct the pedestrian walkway or in a manner that interferes with the entrance and/or exits of a business.
I. 
Speed. No person shall operate a bicycle at speeds faster than reasonable or proper, which in no case shall be in excess of the legal speed limits, unless participating in officially sponsored or sanctioned rally or road race.

J. 
Reckless or careless riding. No persons shall ride a bicycle in a reckless or careless manner which endangers or is likely to endanger the safety or welfare of other persons or property.

K. 
Exemption. This section shall not apply to bicycles or ATVs operated by police officers or to bicycles operated by employees of other City departments or of the Special Improvement District on duty and using a bicycle or ATV, as applicable, as part of their official police or City work, or Boardwalk related work of the Special Improvement District.

L. 
Violations and penalties relating to minors.

(1) 
Any person under the age of 16 found in violation of any provisions of this article is subject to the following penalties:
(a) 
First offense: written notification sent to a parent advising of the violation and warning that subsequent violations, of any provisions, may result in impoundment of the bicycle or other vehicle.
(b) 
Second and subsequent offense: a penalty as provided under § 92-24D and the impoundment of a bicycle by the Police Department until such time as any summons issued is adjudicated and any fine, if any, paid and a person brings a parent or guardian to the police station to pick up the bicycle or other vehicle.
(2) 
For the purposes of this section the number of offenses can be the repeated violation of the one specific provision or any combination of the provisions.
