A. 
There is hereby created the Office of Information and Communication Technology pursuant to Section 402 and 413 of the Charter of Harford County, Maryland, which shall be in the Executive Branch of the County government.
B. 
The Department shall be administered by a Director of Information and Communication Technology. The Director shall be educated and experienced in the areas relating to the development of innovative strategies relative to the planning, development and implementation of technology strategies in support of the County's mission and constituent services. At the time of the Director's appointment, the Director shall have at least 5 years' experience in administrative or managerial work and shall have experience with information and communication technology.
C. 
The Director shall be responsible for the review, approval and funding for the implementation of technology and provide the authority for making enterprise technology decisions, on behalf of the County, with the cooperation of the other department Directors. The Director shall have such other and further duties as may be provided for from time to time by direct order of the County Executive or by legislative act of the Council, not inconsistent with this Act.
The Office of Information and Communication Technology shall be responsible for the coordination, control and the overseeing of advancement of technology operations, services and other support options to ensure the success of County operations, missions and strategic goals. The Office of Information and Communication Technology may be assigned and shall do and perform such other and related duties as may be assigned to it by the County Executive.[1]
