A.
The Mayor shall have such powers and duties as are expressly conferred upon him by this article, the Charter and general law. The Mayor shall preside at all meetings of the Township Council and shall have a voice and vote in its proceedings.
B.
All bonds, notes, contracts and written obligations of the municipality shall be executed on its behalf by the Mayor.
C.
In the event of his inability to act, said duties and actions shall be undertaken by the Deputy Mayor. In the event of the inability of the Deputy Mayor to act, the Township Council shall designate a Council member to act as Mayor during the absence or disability of the Mayor and Deputy Mayor.
At the annual reorganization held during the first week of January, the members elect of the Township Council shall assemble at the usual place of meeting of the governing body of the municipality and organize and elect one of their number as Mayor. The Mayor shall be chosen by ballot by the majority vote of all members of the Municipal Council. At the first reorganization meeting, if the members shall be unable, within five ballots to be taken within two days of said organization meeting, to elect a Mayor, then the member who in the election for members of the Municipal Council received the greatest number of votes shall be the Mayor. If such person declines to accept the office, then the person receiving the next highest vote shall be the Mayor and so on, until the office is filled. The Mayor shall serve for a one-year term and may succeed himself. After the first reorganization meeting and at any subsequent reorganization meeting, in the event of a tie vote after five ballots for the office of Mayor, the members of the Municipal Council present and voting shall draw lots to determine the Mayor. (See N.J.S.A. 40:69A-86.)
