The Township Council shall appoint a Township Manager who shall receive such compensation as shall be provided by ordinance. The Township Manager shall be chosen solely on the basis of his executive and administrative qualifications, with special reference to his knowledge of accepted practice in respect to the duties of his office as hereinafter set forth. At the time of this appointment, he need not be a resident of the municipality or state, but during his tenure of office he may reside outside the municipality only with the approval of Council.
A. 
Term; removal; suspension. The Township Manager shall hold office for an indefinite term and may be removed or suspended in accordance with the provisions of N.J.S.A. 40:69A-93.[1]

B. 
Absence or disability of Municipal Manager. The Municipal Manager may designate a qualified administrative officer of the municipality to perform his duties during his temporary absence or disability. If he fails to do so, the Municipal Council may by resolution appoint an officer of the municipality to perform the duties of the Manager during his absence or disability.[2]

A. 
The Municipal Manager shall be the chief executive and administrative official of the municipality. He shall see that all ordinances, resolutions and policies of the Council and all state laws subject to enforcement by municipal action are faithfully enforced and executed.[1]

B. 
He shall direct and supervise the administration of all departments of the municipal government and be responsible for the maintenance of sound personnel policies.[2]

C. 
He shall negotiate contracts for the municipality subject to the approval of the Township Council, make recommendations concerning the nature and location of municipal improvements, and execute municipal improvements as determined by the Township Council.
D. 
He shall represent the municipality and assert its proper interest in relation to the state and other political subdivisions and with respect to municipal contracts and franchises.[3]

E. 
He shall attend all meetings of the Township Council, with the right to take part in the discussions but without the right to vote.
F. 
He shall recommend to the Township Council for adoption such measures as he may deem necessary or expedient, keep the Council advised of the financial condition of the municipality, make reports to the Township Council as requested by it, and at least once a year make an annual report of his work for the benefit of the Council and the public.
G. 
He shall investigate at any time the affairs of any officer or department of the municipality.
H. 
He shall perform such other duties as may be required of the Municipal Manager by ordinance or resolution of the Township Council.
I. 
He shall prepare the municipal budget in such form as required by law and shall have appended thereto detailed analysis of the various items of expenditure and revenue. He shall maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.[4]

J. 
He shall establish work, personnel, vacation and sick leave schedules and appropriate records and reports.

The Manager:
A. 
Shall serve as the personnel officer of the municipality unless and until the Council shall, upon his recommendation, authorize the appointment of a personnel officer and/or the establishment of a division of personnel.
B. 
Shall appoint and remove a Deputy Manager, if one be authorized by Council, all department heads and all other officers, subordinates and assistants, for whose selection or removal no other method is provided in general law, ordinance or otherwise.
C. 
May delegate to the head of a department the power to appoint and remove subordinates in such departments, supervise and control his appointees and report all appointments or removals at the next meeting thereafter of the Township Council. Pursuant to the Charter, any provision of general law conferring the appointing power or other power upon the Mayor or other executive head of the municipality shall be construed as meaning the Municipal or Township Manager, and the appointments or the power exercised by the Township Manager in accordance with such provision shall be classified and given the same force and effect as if executed by the official named therein, except that members of the Board of Education and of the Trustees of the Public Library, whenever required to be appointed by any such provision by any board or official of the municipality, shall be appointed by the Mayor.

The Manager shall appoint a consulting engineer for a one-year term. The Township Engineer shall be a licensed civil engineer in the State of New Jersey. The Township Engineer shall receive such compensation as may be agreed upon and determined by the Council. The Engineer shall perform such duties as are prescribed by general law and, in addition, shall:
A. 
Prepare or cause to be prepared plans, designs and specifications for public works and improvements undertaken by the Township.
B. 
Supervise the performance of contracts for public works and certify the amounts due and payable thereunder.
C. 
Provide and maintain surveys, maps, plans, engineering data and records with respect to public works and facilities owned or operated by the Township.
D. 
Provide for traffic engineering needs and supervise road maintenance and improvement and inspection programs.
E. 
Provide technical and engineering advice and assistance to other Township departments as needed.
F. 
Provide services to the Tax Assessor to update the Tax Map on a current basis.
G. 
Provide planning and general inspection advice and attend all Council and Land Use Planning Board meetings as directed by the Township Manager.
H. 
Maintain all papers, documents, memoranda, reports and other materials relating to the administration of the engineering function for the Township. These items of property shall be and at all times remain the property of the Township and shall be surrendered to the Township upon the termination of the Engineer’s services.
