The Village President shall be elected by the electors of the Village for a term of four years and until his or her successor is elected and has qualified.
(A) 
No person shall be eligible to hold the office of Village President unless he or she is a qualified elector of the Village and has resided therein for at least one year preceding his or her election or appointment.
(B) 
No person shall be eligible to hold the office of Village President who is in arrears in the payment of any tax or other indebtedness due to the Village, or has been convicted in any court located in the United States of any infamous crime, bribery, perjury, or other felony.
(C) 
The Village President shall not be interested in any way in the manufacture, sale or distribution of alcoholic liquor within the Village as prescribed by statute.
Before entering upon the duties of his or her office, whether elected or appointed, the Village President shall take and subscribe the oath of office as prescribed by statute. This oath, so subscribed, shall be filed in the office of the Village Clerk.
The Village President, before entering upon his or her duties, shall execute a bond, in the manner provided by law, conditioned upon the faithful performance of his or her duties, to be approved by the corporate authorities and filed with the Village Clerk. The premium of such bond shall be paid by the Village.
The compensation of the Village President, for his or her services, shall be $20,000 per year. In addition, the Village President shall be reimbursed for expenses incurred in connection with Village business. Upon request by the Village President, the Village shall also pay for health and medical insurance in the same manner that it pays for such benefits for Village employees, with the measure of such benefits being that provided to employees of comparable salary within the Village. The Village President shall, to the extent that the law allows, be covered by workers' compensation insurance as are other Village employees.
(A) 
The Village President shall be the chief executive officer of the Village.
(B) 
The Village President shall devote to the duties of his or her office whatever time the faithful discharge thereof may require.
(C) 
In addition to the foregoing, the Village President shall perform all such other duties and acts and have all additional powers that are or may be prescribed by the laws of the state, or the ordinances of the Village.

(A) 
President Pro Tem. A temporary absence or disability of the Village President incapacitating him or her from the performance of his or her duties does not create a vacancy in the office. In that case, the Village Trustees shall elect one of its members to act as Village President Pro Tem.. The Village President Pro Tem, during the Village President' s absence or disability, shall perform the duties and possess all the rights and powers of the Village President. No additional salary or compensation shall be paid the Village President Pro Tem for acting as Village President Pro Tem.
(B) 
Temporary Chairman. Where the Village President or Village President Pro Tem is or will be only temporarily absent from a meeting of the Village Board of Trustees or of the Committee of the Whole of the Village Board of Trustees, but otherwise ready and able to assume his or her duties, the President or President Pro Tem, as the case may be, may appoint a Village Trustee to act as a temporary Chairman for such meeting by sending written notification of the appointment to the Village Clerk and to the Village Manager not less than two hours prior to the scheduled commencement of the meeting. If the President or President Pro Tem does not make an appointment of a temporary Chairman pursuant to this Section 2-1-7, the Village Trustees shall elect one of its members to act as a temporary Chairman at the commencement of the meeting at which the President or President Pro Tem is temporarily absent. The temporary Chairman appointed pursuant to this Section 2- 1- 7 shall have only the powers of a presiding officer and the right to vote as a Trustee.
If a vacancy in the office of President occurs during the term for which the President was elected, such vacancy shall be filled in accordance with the applicable provisions set forth in the Illinois Municipal Code, 65 ILCS 5/1-1-1 et seq., as amended.
