There shall be six Trustees of the Village, each of whom shall be elected to office for a four-year term and until his or her successors are elected and have qualified as is provided by statute. The Village Trustees shall perform such duties and have such powers as may be authorized by statute.
(A) 
No person shall be eligible to hold the office of Village Trustee unless he or she is a qualified elector of the Village and has resided therein for at least one year preceding his or her election or appointment.
(B) 
No person shall be eligible to hold the office of Village Trustee who is in arrears in the payment of any tax or other indebtedness due to the Village, or has been convicted in any court located in the United State of any infamous crime, bribery, perjury, or other felony.
(C) 
No Village Trustee shall be eligible to hold any office, except that of Village President Pro Tem, the salary of which is payable out of the Village treasury, if at the time of his or her appointment he or she is a member of the Village Board of Trustees.
(D) 
No Village Trustee shall be interested in any way in the manufacture, sale or distribution of alcoholic liquor within the Village, as prescribed by statute.
Before entering upon the duties of Village Trustee, all persons, whether elected or appointed, shall take and subscribe the oath of office as prescribed by statute. This oath, so subscribed, shall be filed in the office of the Village Clerk.
The compensation for each Village Trustee shall be $3,000 per year.
(A) 
The following committees are hereby established as standing committees of the Village.
(1) 
Committee of the Whole.
(2) 
Committee on Finance.[1]

(B) 
The Board of Trustees may, from time to time by resolution duly adopted, establish, modify or abolish additional committees of its members to address specific issues.
(C) 
Membership and Chairmanship.
(1) 
The Committee of the Whole shall consist of the President and all Village Trustees. The President shall serve as Chairman of the Committee of the Whole.
(2) 
For all committees established pursuant to this Section 2-2-5 other than the Committee of the Whole, there shall be three members, each of whom shall be appointed by the Village President, with the advice and consent of the Board of Trustees. The Village President shall appoint, with the advice and consent of the Board of Trustees, one of the members of each committee other than the Committee of the Whole to serve as Chairman of the committee.
(D) 
Committee meetings shall be held at such times and places as may be necessary for the proper accomplishment of Village business, as determined and scheduled by the Village Board of Trustees. Notice of committee meetings shall be given in the manner provided by law.
If a vacancy in the office of a Trustee occurs during the term for which the Trustee was elected, such vacancy shall be filled in accordance with the applicable provisions set forth in the Illinois Municipal Code, 65 ILCS 5/1-1-1 et seq., as amended.
