This Article 4 establishes minimum regulations governing the design, installation and construction of plumbing systems, by providing reasonable safeguards for sanitation to protect the public health against the hazards of inadequate, defective or unsanitary plumbing installations.
The State of Illinois' Plumbing Code, current edition, and all subsequent editions and amendments thereto, if any, are hereby adopted by reference as the plumbing code for the Village and are hereby made a part of this Article 4 with the same force and effect as if fully set forth herein, except, however, those exceptions, insertions and additions described in Section 14-4-3 of this Code.
The following items are the additions, insertions and changes to the Illinois Plumbing Code:
Section 890.150 Workmanship.
Delete all and insert the following:
"a)
All plumbing work performed shall comply with the provisions of this Part.
"b)
In the process of installing or repairing any part of a plumbing system, the floors, walls, ceilings, tile work, or any other part of the building or premises which must be changed, altered, or replaced shall be left in a safe structural condition so as not to pose a health or safety hazard.
"c)
Exterior/interior openings through walls, floors, and ceilings shall have the annular space around pipes properly closed to prevent the entrance of mice, rats or other rodents. Exterior wall openings shall be made watertight.
"d)
An approved trench box or shoring system shall be used to protect personnel where the depth of a trench is five feet or more below grade."
Section 890.320 Types of Joints I) Plastic Pipe Joints 2) A).
Delete all and insert "Use of polyethylene (PE) prohibited."
Section 890.320 Types of Joints 1) Plastic Pipe Joints 2) C).
Delete all and insert "Use of polybutylene (PB) prohibited."
Section 890.800 Special Fixtures and/or Items Designed for a Particular Purpose.
Delete all and insert as follows:
"a)
Emergency showers and eye wash stations within a building shall be provided with potable water and a trapped and vented receptor and shall comply with ANSI Z358.1.
"b)
Emergency eye wash stations shall not be installed on a faucet spout.
"c)
Baptistries, ornamental and lily ponds, aquariums, ornamental fountain basins, and similar type constructions, when provided with water supplied from the potable water system, shall be protected from back siphonage as required in Section 890.1130(f).
"d)
A request for permission to install special fixtures or items designed for a particular purpose requiring water and waste connections not otherwise provided for in this Part shall be submitted, in writing, to the Department for approval prior to installation.
"e)
WaterSense devices. Subject to other provisions of the Illinois Plumbing Code, 77 III, Admin. Code 890 et seq., and the Lawn Irrigation Contractor and Lawn Sprinkler System Registration Code, 77 III. Admin. Code 892 et seq., from and after July 21, 2015, all new plumbing fixtures and irrigation controllers installed on properties connected to the Village water supply system shall bear the WaterSense label (as designated by the United States Environmental Protection Agency WaterSense Program), when such labeled fixtures and controllers are available."
Section 890.1150 Water Service Pipe Installation a) 1).
Delete all and insert "1) Water service and building drain or building sewer may be installed in separate trenches with a minimum of 10 feet horizontal separation. Material listed in Appendix A, Table A (Approved Materials for Building Sewer and Approved Materials for Water Service Pipe) shall be used, provided that the material is specific for this type of installation. (See Appendix I. Illustration E.)
"Lead water service not allowed. Type K copper only. For water service lines greater than 2.5 inches in diameter, ductile iron lines are required."
Section 890.1210 Design of a Building Water Distribution System.
Insert after title "No plastic pipe, tubing or fittings allowed for potable water."
Section 890.1320 Drainage System Installation b).
Delete all and insert "b) Existing Drain and Sewer Installation. Existing drain, waste, vent and sewer may be used in the renovation of the plumbing system of an existing structure if they are in serviceable condition and the materials comply with Appendix A, Table A (Approved Building Drainage/Vent Pipe and Approved Materials for Building Sewer).
"When a building addition includes the installation of additional plumbing fixtures, a televised test of the existing sewer service line must be conducted, with a tape copy of the test submitted to the Community Development Department to verify condition of the existing sewer service line. If it is determined that the existing sewer service line is not in serviceable condition, a new overhead type sewer service must be installed from the house to the Village sewer main. In the event that a new home is constructed, or an existing home is increased in area by 50%, the existing sewer service line must be abandoned and a new overhead type sewer service line installed from the home to the Village sewer main."
Section 890.1580 Size and Length of Vents b).
Delete all and insert "b) Size of Individual Vents. The diameter of an individual vent shall be not less than 1 1/2 inches."
Section 890, Appendix A, Table N Water Supply Fixture Units (WSFU) for a Supply System with Flush Tank Water Closets.
Insert: "The size of the water meter shall never be less than the size of the water supply pipe."
