There is hereby created the Department of Public Works, which shall be assigned such functions as provided for in this chapter and this Code. For the purpose of this chapter, the term "Department" shall refer to said Department.
A. 
Organization of Department. The Department shall be managed and supervised by a Director of Public Works who shall be the department head and who shall be appointed by the County Commissioners and shall serve at their pleasure. The Department shall be assigned such employees and such equipment and facilities as determined by the County Commissioners to be necessary and appropriate to carry out the functions of the Department. The Director may, upon the approval of the County Commissioners, designate one such employee as a Deputy Director for Water and Wastewater Services, one such employee as Deputy Director for Solid Waste, and one such employee as a Deputy Director for County Roads. The Deputy Director for County Roads shall serve as the County Roads Superintendent pursuant to Chapter 127 of this Code. If there is no such Deputy Director designated, the Director shall serve as the County Roads Superintendent. The Deputy Directors may also be referred to as "Division Chiefs." For purposes of this chapter, the term "Director" shall refer to the Director of Public Works.
B. 
Functions of Department.
(1) 
The Department shall be responsible for the construction, maintenance, repair, service and management of such water supply facilities and projects and such wastewater collection, treatment and disposal facilities projects as are owned by the County or for which the county is responsible pursuant to Chapter 161 of this Code.
(2) 
The Department shall be responsible for the construction, maintenance, repair, service, and management of such public landings, mooring fields, and facilities as are owned or operated by the County or for which the County is responsible pursuant to Chapter 68 of this Code. The Director and the town police of each incorporated town and county law enforcement officers are hereby authorized to perform the functions provided for in this subsection.
(3) 
The Department shall be responsible for the engineering, construction, grading, maintenance, repair, service, and management of county roads and bridges, including drains, curbing, and guttering in connection therewith.
(4) 
The Department shall be responsible for such functions pertaining to solid waste as designated in Chapter 148 of this Code.
(5) 
The County Commissioners may also assign such other functions to the Department as they shall, from time to time, determine.
