Nothing in this law shall restrict construction or use in the
exercise of a governmental function of public buildings, lands or
property.
Nothing in this law shall restrict the construction or use of
underground or overhead distribution facilities of public utilities
operating under the laws of the State of New York. Other facilities
may be constructed subject to a site plan approval.
