No person shall engage in the business of plumbing in the Township
of West Manchester unless registered as a master plumber under the
provisions of this code.

No person other than a master or journeyman plumber registered
by the Township shall make or cause to be made connections to any
plumbing fixtures, drain or waste, soil or vent pipe or water supply
system, provided that nothing in this chapter shall be construed to
prohibit the employment or working of apprentices under the direction
of a registered plumber and in his immediate company.

The fee for a master or journeyman plumber's registration
shall be established by resolution of the Board of Supervisors on
an annual basis. All registrations issued by the Township shall expire
on December 31 of the year for which they were issued. The period
for issuing a registration shall begin December 1 prior to the year
for which a registration is issued.

Any person holding a current master or journeyman plumber's
license from the City of York, Springettsbury Township or Dover Township
shall be issued a registration upon application. Any other person
holding a current plumber's license from another political subdivision
or municipality may be issued a registration at the direction of the
Sewer Committee Chairman if said Chairman deems the license and requirements
for licenses issued by the other municipality to be acceptable.
All registrations specified by this chapter shall be issued
by the Township Sewer Committee Chairman.
No person holding a plumber's registration shall allow
his name or registration to be used by another either for the purpose
of obtaining plumbing permits or for doing plumbing work under said
registration. The Sewer Committee Chairman shall keep a record of
the business name and place of business of all plumbers registered
in the Township, and it shall be the duty of all registered plumbers
to inform the Sewer Committee Chairman of any change in either.
The Township may revoke any registration issued under this chapter if said registration was obtained through nondisclosure, misstatement or misrepresentation of any material fact or if a penalty has been imposed on the holder of the registration under §
95-19 of this chapter. Before a registration may be revoked, the holder shall be notified in writing, with the charges against him enumerated, and shall be entitled to a hearing before the Sewer Committee. This hearing shall be set not sooner than five days after the receipt of the notice of revocation. At the hearing, the holder of the registration in question shall be given an opportunity to present testimony, oral or written, may be represented by counsel and shall have the right of cross-examination. The decision of the Sewer Committee shall be based on the evidence produced at the hearing and made a part of the record thereof. Any person whose registration has been revoked shall not be permitted to apply for a new registration within one year after date of revocation.
