As used in this article, the following terms shall have the
meanings indicated:
Every person who is in actual physical control of a tractor.
The person to whom the registration plate for the tractor,
trailer or semi-trailer has been issued by the Department of Revenue
of the Commonwealth of Pennsylvania, or the corresponding department
of a state other than Pennsylvania.
The standing of a vehicle, except police or fire department
vehicles or ambulances, whether occupied or not, upon a highway other
than temporarily for the purpose of, and while actually engaged in,
loading and unloading or in obedience to traffic regulations or traffic
signs or signals.
Every natural person or persons, firm, copartnership, association
or corporation.
Every vehicle of the trailer type so designed and used in
conjunction with a motor vehicle that some part of its own weight
and that of its own load rests upon or is carried by another vehicle.
Every vehicle which is self-propelled and which is designed
or used to draw a trailer or semi-trailer.
Every vehicle, wagon or truck without motive power designed
to carry property or passengers wholly on its own structure and to
be drawn by a motor vehicle.
Every device in, upon or by which any person or property
is or may be transported or drawn, or which may draw devices upon
a public highway, excepting devices used exclusively upon stationary
rails or tracks.
The parking of a trailer or semi-trailer when the same is not
attached to a tractor or a vehicle upon any of the streets, alleys
or highways of West Manchester Township is hereby prohibited.
Each day that any person shall park a trailer or semi-trailer
in violation of the provisions of this article shall be considered
a separate and distinct offense.
