Rubbish, when too large for inclusion in garbage containers,
shall be piled, packed or bunched together and firmly tied so as to
be easily handled by one person. All newspapers, wrapping paper and
cardboard boxes shall be flattened and magazines shall be firmly tied
in bundles.
Containers shall be placed as close to the street as possible.
The collector shall not be required to enter the premises, cellars
or outhouses for the collection of ashes, garbage or rubbish.
Containers shall be kept in a proper state of repair and, when
dangerous to handle, shall be replaced upon notification. The containers
shall be kept in sanitary condition, and the contents kept in such
condition that they may be readily removed.
