1. Any person or organization proposing to conduct or stage an athletic
contest or exhibition, a carnival, circus, or any street or sidewalk
activity, to include but not be limited to a block party, parade or
public display for any public, civic or religious purpose; or any
other public entertainment in the Township, notwithstanding admission
being by invitation, fee or free shall first secure from the designated
Township official a license (special event permit) authorizing the
conducting or staging such activity.
2. Events involving school students that are sanctioned, sponsored and
hosted by Norristown Area School District or by the Pennsylvania Interscholastic
Athletic Association are exempt from the license requirements under
this Part, provided that a) spectator attendance at the event will
not exceed 600 and b) the event occurs on property owned by Norristown
Area School District. Events not meeting such requirements shall secure
a special event permit as indicated above.

The Township administration or its designee is authorized to
issue said permit upon proper application on forms provided by the
Township. Said application to contain all pertinent information as
required by the Township.

1. Permits shall only be issued if the applicant meets all the requirements
of the Township.
2. Applications for a permit must be made 30 days in advance of the
activities.
3. Permits may be subject to special conditions which will protect the
public health, safety and morals of the community and will not create
a public hazard by disrupting the flow of pedestrian or vehicular
traffic.

When determined by the Township, the applicant shall provide
public liability insurance to protect the public and the Township.
The Township Solicitor shall approve all policies of insurance.

Applicant shall provide a cleanup plan and completion date and
post a bond with the Township to guarantee the performance of the
plan. The Township shall set the amount of said bond.

Any person granted a license to conduct any activity described in §
13-501 shall pay in advance the cost for the use of Township services; i.e., police, fire, ambulance, public works, and any and all other special services needed to insure public safety and maintenance of public order. The amount of equipment and the number of persons required shall be determined by Chief of Police and any two members of the Board of Commissioners.

The cost for such services shall be at the prevailing rate.
All service costs will be paid to West Norriton Township and said
monies will be distributed to contributing departments and/or agencies.

The fee for filing under this section shall be established by
resolution. In the event application is denied, the filing fee is
nonreturnable.
