As used in this article, the following terms shall have the meanings indicated:
ASHES
The residue from coal or other fuel.
DWELLING
A house or other building designed or used primarily for human habitation.
DWELLING UNIT
Any dwelling or portion thereof, used or intended to be used by one family and providing complete housekeeping facilities thereof.
FAMILY
One or more individuals occupying a premises and living as a single nonprofit housekeeping unit.
GARBAGE
Every waste accumulation of animal, vegetable, fruit or similar organic matter that attends the preparation, use, cooking, dealing in meat, fish, fowl, fruit or vegetable.
PERSON
Any natural person, firm, copartnership, association or corporation.
RECYCLABLES
Plastics, glass and clean cans, with no lids, also newspapers, magazines, inserts, junk mail, computer paper and cardboard, etc.
REFUSE
Inorganic waste, such as earth, stone, dangerous materials, such as poisons, acids, explosives, solid waste resulting from an industrial process and materials not prepared in accordance with the chapter.
RUBBISH
Includes wood, rubber, cloth, leather or any other similar combustible material.
A. 
All garbage placed for collection and removal by the people of said Village shall be contained in Village-purchased bags with the Village of Red Hook imprint on them, placed curbside by 6:00 a.m. on the designated pickup day (unless a legal holiday falls on that day, and, if so, the proper newspaper notification will be provided). The container shall not exceed 50 pounds of gross weight. The bag is to be properly secured with tape and not using staples.
B. 
The following items are designated by law as recyclables and must be placed curbside no later than 6:00 a.m. on designated Village recycling day:
(1) 
Co-mingled day: clean glass bottle and jars (no lids); tin and aluminum cans; plastic containers with PET 1 and HDPE 2 (no lids) [NOTE: No auto product containers shall be included for pickup, regardless of code]. The above must be in a container that will be left curbside and shall not be put in plastic or paper bags.
(2) 
Corrugated day: only corrugated cardboard will be picked up. For the purposes of this article, "corrugated cardboard" shall be classified as the heavy type of cardboard with the ridges. Cereal, shoe, gift, etc., boxes shall not be put out. Boxes must be broken down and tied.
(3) 
Newspaper day: newspaper, including the shiny inserts, junk mail envelopes, office and computer paper, which can be put into a brown paper bag or tied.
The following refuse shall not be considered for collection.
A. 
Materials resulting from the repair, construction, alteration or excavation of buildings or structures, street or sidewalks, such as earth, plaster, mortar, concrete, bricks, lath and roofing materials.
B. 
Dangerous materials or substances, such as poisons, acids, caustics, infected materials and explosives.
C. 
Materials which have not been prepared in accordance with the provisions of this article or all laws from Dutchess County pertaining to garbage and recycling.
D. 
Trees or tree trimmings, leaves, shrubs or barks thereof, and grass clippings, as these materials can be brought to landfill by permit.
E. 
Solid waste resulting from industrial processes.
The Board of Trustees shall have the right, from time to time, to contract with one or more persons, upon such terms and conditions as it deems advisable, for the collection and disposal of recycling, ashes and garbage within the Village, subject to the provisions of the General Municipal Law of the State of New York.
The owner, lessee, tenant or any other person having the management or control of or occupying any lot or plot of land in the Village shall keep such land at all times free and clear of any accumulation of ashes, rubbish, refuse, grass cuttings, tree cuttings, leaves, garbage, offal or any offensive substances, except such as are deposited in containers or are otherwise secured as provided for in this article.
Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both. Each day of continuance of an offense shall be considered a separate offense.
The Village will continue to pick up leaves in the fall and collect Christmas trees in January. These dates will be properly noted in the newspapers. The landfill will be open, if at all possible, for disposal of grass clippings, light garden debris and leaves by Village residents.

A. 
The Village Clerk is authorized to purchase special bulk pickup tags, and the Highway Department is authorized to begin picking up properly tagged bulk items based on the below fee schedule.
B. 
Fee schedule.
(1) 
The Village will pick up a bulk item (such as a couch/chair/table) with a special bulk tag available for purchase:
(a) 
$25 per item.
(b) 
Additional +$5 for mattress or box spring.
(c) 
No hazardous waste, no stumps, no e-waste (see below).
(2) 
Pick up of large number of garbage bags:
(a) 
Up to 25 bags: $75.
(b) 
Up to 50 bags: $125.
(3) 
Any item that contains enough scrap metal will be picked up for free.
(4) 
E-waste. Ulster County Resource Recovery Agency is currently taking e-waste for free on Saturdays from April to November. Check their website for detailed information.
