This chapter is adopted in accordance with the authority granted
by §§ 236.13(1)(b) and 236.45, Wis. Stats., and for
the purposes listed in §§ 236.01 and 236.45, Wis. Stats.
A. The provisions of this chapter shall be held to be minimum requirements
adopted to promote the health, safety, morals, comfort, prosperity
and general welfare of the Village of Clayton.
B. This chapter shall not repeal, impair or modify private covenants
or public ordinances, except that it shall apply whenever it imposes
stricter restrictions on land use.
The purpose of this chapter is to regulate the subdivision of
land within the corporate limits of the Village of Clayton and its
extraterritorial plat approval jurisdiction in order to promote the
public health, safety and general welfare of the community. This chapter
is designed to lessen congestion in the streets and highways; to further
the orderly layout and use of land; to secure safety from fire, panic
and other dangers; to provide adequate light and air; to prevent the
overcrowding of land; to avoid undue concentration of population;
to facilitate adequate provisions for transportation, water, sewerage,
schools, parks, playgrounds and other public requirements; and to
facilitate efficient, attractive and coordinated development of land.
This chapter is made with reasonable consideration, among other things,
of the character of the Village, with a view of conserving the value
of the buildings placed upon land, providing the best possible environment
for human habitation, and for encouraging the most appropriate use
of land throughout the Village in accordance with the Comprehensive
Plan.
