no person shall park, stop or leave standing any vehicle upon any

or, for vehicles registered in another jurisdiction, by such other
jurisdiction designating the vehicle as one used by a physically disabled
person.
No person shall permit any motor vehicle to stand or remain
unattended on any street, alley or other public area, except an attended

said machinery inoperable so as to prevent any person unauthorized
by the owner or individual in control thereof from starting said machinery.
When signs or parking meters are erected in any block giving
notice thereof, no person shall park or leave standing any vehicle

and except temporarily for the purpose of and while actually engaged
