The Township of Mount Pleasant shall join with other local governments and entities and become a member of the Central Westmoreland Council of Governments.
No action taken by the Central Westmoreland Council of Governments which creates a legal obligation, whether it be contractual, financial or otherwise, upon a member municipality shall be binding upon a member municipality affected unless and until its municipal legislative body ordains, resolves or otherwise undertakes the actions required of it and as recommended by the Central Westmoreland Council of Governments, according to the procedures set forth in the appropriate municipal codes and laws of the Commonwealth of Pennsylvania.
Participation and membership in the Central Westmoreland Council of Governments' programs shall be for one year and shall be automatically renewed for another year period and so continuing on a year-to-year basis, unless and until such participation and membership is terminated by a duly adopted ordinance of the Township of Mount Pleasant, and further subject to the provisions for withdrawal from each and every program, which provisions are herein adopted, approved and incorporated herein.
A. 
The Central Westmoreland Council of Governments shall assist the member municipalities individually or collectively in executing their governmental responsibilities in as efficient and responsible a manner as possible, and further, the Central Westmoreland Council of Governments shall undertake such other projects related to municipal government as the Board of Directors of the Corporation may direct, subject to the provisions of § 13-2.
B. 
In addition, a purpose of and objective for participation and membership in the Central Westmoreland Council of Governments is to provide a medium for more efficient performance of governmental functions and delivery of certain municipal services and a forum for discussion of the same.
The Central Westmoreland Council of Governments is to be financed by annual dues paid by member municipalities and by funds obtained by the Corporation from grants, fees charged for services rendered and from public or private sources.
The Central Westmoreland Council of Governments is hereby designated the agent for the Township of Mount Pleasant in matters pertaining to this article and the Agreement made a part hereof, and as more specifically set forth in the Articles of Incorporation and Bylaws of said Corporation; that a legislative officer of each municipality shall be a Director of the Central Westmoreland Council of Governments; that the Township of Mount Pleasant shall annually appoint a Director of the Central Westmoreland Council of Governments; that there shall also be appointed an alternate(s) from among the legislative body of the municipality to represent it fully in such Director's absence; and that the Board of Directors of the Central Westmoreland Council of Governments be authorized to act as it deems necessary in accordance with its Articles of Incorporation and Bylaws, subject to §§ 13-2 and 13-5 above.
The real or personal property necessary to implement this article and the agreement made a part hereof shall be acquired, managed and disposed of by the Central Westmoreland Council of Governments in accordance with the Articles of Incorporation and Bylaws of the Corporation and any applicable laws of the commonwealth.
The Articles of Incorporation and Bylaws of the Central Westmoreland Council of Governments attached hereto and made a part hereof are hereby approved.[1]

The Board of Directors of the Central Westmoreland Council of Governments is hereby authorized to, by resolution, enter into any contract which is deemed to be beneficial to the Council of Governments, including, but not limited to, policies of group insurance and employee benefits, including social security, for any employees of the Central Westmoreland Council of Governments.
A. 
This municipality hereby joins with any and all other member municipalities likewise agreeing in a cooperative effort to carry out the programs, functions, responsibilities and activities of the member municipalities, as from time to time determined by the Board of Directors of the Central Westmoreland Council of Governments, as authorized, approved and/or ratified by this municipality, in accord with the terms and conditions of this article and the terms and conditions of the agreement attached hereto and expressly made a part hereof.[1]

B. 
The proper officers of this municipality are hereby authorized and directed, on behalf of the municipality, to execute such agreement for the purposes therein contained.
In accord with the Intergovernmental Cooperation Act,[1] the following matters are specifically found and determined:

The terms and conditions of the agreement and the delegation of authority and responsibility are as herein above set forth and as set forth in the intergovernmental agreement attached hereto, marked Exhibit A, and expressly made a part hereof.[2]

B. 
The period of the municipality's participation in the Central Westmoreland Council of Governments and its programs shall be for one year and continuing thereafter on a year-to-year basis unless and until terminated in accord with the provisions of this article and the attached agreement.
C. 
The purposes and objectives of the Intergovernmental Cooperation Agreement are to undertake programs of mutual benefit to its members, as from time to time determined by the Council of Governments' Board of Directors, in an efficient, professional and cost-effective manner, in accord with the terms and conditions of the agreement attached hereto.
D. 
The manner and extent of financing the programs shall be from grants received, fees paid for services required and performed, and charges made to municipalities participating in the programs for particular services rendered by the Council of Governments.
E. 
The organizational structure necessary to carry out the programs is the Board of Directors and the staff of the Central Westmoreland Council of Governments.
F. 
The manner in which real or personal property shall be acquired, managed, licensed or disposed of is as set forth above in this article, as set forth in the agreement attached hereto, and as set forth in the bylaws and other documents of the Central Westmoreland County Council of Governments.
