Mobile home park plans shall be processed in accordance with Part 3 of this chapter. The design of mobile home parks shall comply with applicable design standards of this chapter and the Township Zoning Ordinance [Chapter 27].
A. 
Water Supply.
(1) 
Source. Where feasible, all mobile home parks shall be connected to the public or a community water system. Feasibility shall be established in accordance with § 408 of this chapter. Additionally, all water supply systems shall be provided in accordance with § 511 of this chapter.
(2) 
Connection. All mobile homes and service buildings shall be connected to a public or a community water supply system. Individual water riser pipes having an inside diameter of not less than 3/4 inches shall be provided for each mobile home stand and shall terminate no less than four inches above the ground.
(3) 
Protection of Water Lines. Adequate provisions shall be made to protect water service lines from damage including a shut-off valve installed below the frost line at the curb line for each mobile home space.
(4) 
Fire Hydrants. Fire hydrants or yard hydrants shall be installed in accordance with the provisions of the Middle Department Association of Fire Underwriters and the Authority regulations, when applicable.
B. 
Sewage Disposal.
(1) 
Approved System. All mobile home parks shall conform to § 511 of this chapter with respect to establishing an acceptable sanitary sewage disposal facility.
(2) 
Connection. Where feasible, all mobile homes and service buildings shall be connected to a public or community sewer system. Feasibility shall be established in accordance with § 409B of this chapter. Individual riser pipes having a minimum inside diameter of four inches shall be located on each mobile home lot and shall extend four inches above ground level. The sewer riser pipe shall be sealed with a securely fastened plug when the site is unoccupied. Positive surface drainage away from the plug shall be provided to ensure no infiltration of surface water will occur. All sewer lines shall be constructed with materials and by methods approved by the Sewer Authority and DEP.
(3) 
Protection. Adequate provision shall be made to protect sanitary sewers from stormwater infiltration and damage.
C. 
Storm Drainage, Erosion and Sedimentation and Floodplain Controls. All mobile home parks shall conform to the stormwater requirements of § 510 of this chapter.
D. 
Interior Streets and Access Drives.
(1) 
Private streets shall be provided in the park as the principal traffic way, and each mobile home lot shall abut and have access to such a street.
(2) 
All streets and access drives shall be designed and constructed in accordance with the requirements of Part 5 of this chapter.
E. 
Sidewalks and Curbs.
(1) 
Location. All mobile home parks shall have sidewalks and curbs along parking compounds and along all private streets, and from mobile home units to service buildings.
(2) 
Construction. Sidewalks and curbs required by § 708A shall comply with the requirements of § 502, Subsection 11, of this chapter.
F. 
Lighting. All streets, alleys and parking compounds shall be lighted to provide an average minimum two foot candle level of illumination at an elevation of three feet above the grade for the safe movement of pedestrians and vehicles at night. All lighting shall be so arranged as to reflect the light away from adjoining premises and public rights-of-way. The maximum height of the lighting fixtures shall not exceed 15 feet.
G. 
Common Open Areas. There shall be a minimum of 25% of the gross acreage of the mobile home park devoted to active and/or passive common recreational facilities. Responsibility for maintenance of the recreational areas shall be with the landowner and/or operator. Should the landowner and/or the operator neglect to maintain the designated recreational areas, as depicted on the plan, the Township may then maintain said areas and assess the landowner for any costs incurred. Should the landowner fail to pay the costs assessed, the Township shall be entitled to obtain a municipal lien against the property in the amount of said costs plus interest, court costs and reasonable attorney fees.
H. 
Solid Waste Disposal.
(1) 
Solid waste disposal shall be the responsibility of the mobile home park operator and shall be performed in accordance with the requirements of DEP.
(2) 
All solid waste shall be stored in dumpsters located throughout the facility, but in no case more than 300 feet from any unit served.
