A.
Upon declaration of an emergency, including a snow emergency, as defined in § 285-51, there shall be no parking upon the streets or sections of streets where temporary emergency no parking signs are displayed.
B.
The Chief of Police or, in his absence, the highest ranking police officer is authorized to declare an emergency and to direct the posting of said emergency no parking signs when weather conditions, accidents, fires, public celebrations or other facts or events are found to dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic.
C.
Emergency no parking signs shall be posted at least 24 hours prior to the restriction becoming effective.
