A. 
Upon declaration of an emergency, including a snow emergency, as defined in § 285-51, there shall be no parking upon the streets or sections of streets where temporary emergency no parking signs are displayed.
B. 
The Chief of Police or, in his absence, the highest ranking police officer is authorized to declare an emergency and to direct the posting of said emergency no parking signs when weather conditions, accidents, fires, public celebrations or other facts or events are found to dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic.
C. 
Emergency no parking signs shall be posted at least 24 hours prior to the restriction becoming effective.
A. 
Whenever snow has fallen and the accumulation is such that it covers the street or highway, a snow emergency shall exist, and no vehicle shall be parked on the following streets or highways or portions thereof:

B. 
The parking prohibition set forth in this § 285-51 shall remain in effect after the snow has ceased, until the Chief of Police or ranking police officer declares that the streets have been plowed sufficiently such that parking will not interfere with the normal flow of traffic.
C. 
Alternate side of the street parking shall remain in effect during all snowfalls.
A. 
If a snow emergency is declared, no vehicle shall be parked on any street in the Borough of East Rutherford for a period of more than 48 consecutive hours following the end of the snow emergency.
B. 
The regulation set forth in § 285-52A shall not apply if the parked vehicle has been rendered free of snow and ice and has free access to travel upon the street. Notwithstanding that, such vehicle shall be subject to all of the other requirements in this Article VIII.
The Department of Public Works, in cooperation with the East Rutherford Police Department, shall install such signs as may be required by law in order to give proper notice of the parking restrictions set forth in this article.
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and menace to the safe and proper regulation of traffic, and the East Rutherford Police Department may provide for the removal of such vehicle. The owner of the vehicle shall pay the reasonable cost of the removal and storage which may result from such removal before regaining possession of the vehicle.
Notwithstanding anything to the contrary, during a snow emergency the Chief of Police may temporarily suspend regulations restricting parking at the municipal-owned parking lots.
