It is the desire of the Township of Upper Chichester to organize an authority under the "Municipality Authorities Act of 1945,"[1] its supplements and amendments.

It is the intention of the Township of Upper Chichester to so organize an authority as aforesaid for the purpose of acquiring, holding, constructing, improving, maintaining, operating, owning, leasing, either in the capacity of lessor or lessee, projects of the following kind and character: sewers, sewer systems, or parts thereof, sewage treatment works, including works for treating and disposing of industrial waste, and incinerator plant.

The Authority shall be known as and is hereby designated "The Southern Delaware County Authority."
The following members of the Board are hereby appointed whose terms shall commence on the date of appointment and they shall serve for the term set forth after their respective names from the January first next succeeding the date of the incorporation of the authority.
