No vehicle shall be driven on the streets of the Village at a greater speed than 25 miles per hour, provided that the Chief of Police may, from time to time, limit the speed of vehicles to lesser rates in congested school or other areas on any street in the Village designated by him.

When the operator of a motor vehicle who has been issued a simplified traffic information alleging a violation of the provisions of the ordinances of the Village of Tuckahoe relating to the operation of motor vehicles fails to appear or pay the fine on or before the appearance date for a simplified traffic information, in addition to the fines established by law, such operator shall be charged and liable for an administrative fee of $20 if the fine is not paid or an appearance is not made before the 60th day after the original appearance date or any adjournment thereof.
