No person shall be entitled to use the facilities of the Camp Joy Municipal Recreation Area or be on or about the recreation facility without having first been issued a permit to do so. Such permit shall be evidenced by a receipt showing that the person or persons using the facility have paid the appropriate fees for such use as delineated in this article.
Permits, when issued, shall entitle the holder to use the facilities of the recreation area and to be on or about the facility only on the day when issued.
A. 
All residents or taxpayers of the Township of Jackson shall be issued a permit upon payment of a fee of $2 per day.
B. 
All nonresidents or nontaxpayers of the Township of Jackson shall be accompanied by a Jackson Township resident and shall be issued a permit upon payment of a fee of $2 per day.
C. 
All residents of the Township of Jackson 65 years of age and over, upon proof of age, shall be issued a permit upon payment of fees as follows:
(1) 
Weekdays: $1 per day.
(2) 
Weekends and holidays: $2 per day.
D. 
All students who are residents of the Township may obtain a student registration card upon the presentation of proof of enrollment and upon the payment of a fee as set forth in § 304-12, and such students, upon presentation of said student registration card, shall be issued a permit upon payment of a fee of $1 per day on any day. Nonresident students and students without a student registration card shall be issued a permit upon payment of a fee of $2 per day.
E. 
Children under the age of five years, accompanied by a parent or adult guardian, shall be admitted free of charge. No child of 12 years of age or under shall be admitted to the facility unless accompanied by a parent or adult guardian.

All residents and taxpayers of the Township of Jackson shall be entitled to fees as enumerated above only upon submission of a resident registration card which may be procured from the Recreation Department. Said registration card will be issued only upon proof that the applicant is a resident or taxpayer of Jackson Township and shall be valid until December 31 of the year in which it is issued. Registration cards shall be renewed annually, and the fee for issuance of such registration card shall be $1, and the fee for the annual renewal thereof shall be $1. If a registration card is lost, a new one may be obtained from the Township for a fee of $0.50.
Any misuse of the registration card, including but not limited to loaning, selling or renting it to another, shall subject the owner thereof to revocation of the card without privilege to renew, and any unauthorized user thereof shall be subject to revocation of privileges at the facility or to such other penalties as may be prescribed herein. Penalties for any violation of this section are in addition to any others prescribed herein or as otherwise provided by law.

A permit issued hereunder shall authorize use of the facility only insofar as it may be performed in strict accordance with the rules and regulations for its use set forth herein or as prescribed by the Township Committee. Any violation by the holder of the permit of any such rules and regulations shall constitute grounds for revocation by the agents or representatives of the Township Committee, whose action therein shall be final. In the event of the revocation of any permit or card issued hereunder, all moneys paid for on an account thereof shall be forfeited to and be retained by the Township, and the holder of such permit or card who violated such terms and conditions shall be jointly and severally liable to the Township for all damages and losses suffered by it in excess of the moneys so forfeited and retained; but neither such forfeiture and retention by the Township of the whole or any part of such moneys nor the recovery or collection thereof of such damages, or both, shall in any manner relieve such person or persons from liability to punishment for any violation of any provision of this article or any other Township ordinance or rule or regulation.

The provisions of this article and all rules and regulations enacted and promulgated by the Township Committee as herein provided are hereby declared to be considered as part of the terms and conditions of each permit issued hereunder.

The Township Committee of the Township of Jackson shall administer the Camp Joy Recreation Facility and shall enact and promulgate reasonable rules and regulations for the conduct and operation of said facility, except that same shall not be in conflict with this article or any other Township ordinance or any statute of the State of New Jersey. Such rules and regulations shall include but shall not be limited to rules and regulations prescribing safety rules, times of operation, duties of employees working at said facility and age of persons using said facility.

No person shall post, paint or distribute any circular or advertisement, display any matter for advertising purposes or engage in any activity for the purpose of attracting attention to any exhibition, show, performance or other display without the permission of the Township Committee, with the exception of any concession granted by the Township at the facility.

No person, group or organization shall solicit alms or contributions for any purpose without the permission of the Township Committee.

A. 
No person shall cause or permit any animal owned by him or in his custody or under his control to go or be on the facility without the prior consent of the Township Council, and each such animal so found at large may be seized and disposed of as provided by the law or ordinance covering the disposal of stray animals on highways or public property then in effect.
B. 
Dogs on a leash can be brought in Johnson Park for use of the Dog Park Facility in accordance with the rules and regulations established by the Township Council by resolution, which rules and regulations will be available for the public at the Township Clerk's office.
No person shall utter loud and offensive or profane or indecent language; do any obscene or indecent act; throw stones or other missiles; annoy, obstruct, molest or interfere with any person; interfere with, encumber, obstruct or render dangerous any drive, path, walk or public place; loiter or create a disturbance while under the influence of intoxicating liquor; do any act tending or amounting to a breach of the peace; enter or leave except at established entranceways or exits; introduce, carry or fire any firecrackers, torpedoes or fireworks; engage in, instigate, aid or encourage a contention or fight or assault any person; play games of chance, participate in the conduct of a lottery or use or operate any gaming machine, gaming table or instrument; drink, take, use or have habit-forming drugs; spit upon any walk, crossing, safety zone or the floors of any structure, bridge, platform or stairway; cast, throw or deposit on any walk, crossing, path, floor or surface any portion of any fruit, vegetable, foodstuff, paper, pasteboard, litter or other substance; cast, throw or deposit on the waters any sticks or stones or pollute the waters; enter upon any portion of the facility in disregard of signs or posted notices forbidding the same; or fail to obey or interfere with the facility or municipal employees in the proper performance of their duties.
No person shall kindle, build, maintain or use a fire. No person shall throw away or discard any lighted match, cigar, cigarette, tobacco, paper or other material within or against any building, structure, car, vehicle or enclosure or under any tree or in underbrush, unless it is to deposit the same in a suitable container provided for the reception thereof.

No person or vehicle shall loiter or remain in said facility while it is closed except in an emergency and after notifying a police officer or a Township Committee representative and except when, where and for whom permission has been granted by the Township Committee for a group gathering, activity or function.

No person shall sell or offer for sale any object or merchandise, or any other thing, except pursuant to a permit, license or concession issued by the Township Committee.
No person shall drive or operate any vehicle other than authorized vehicles upon the grounds of the facility. Vehicles shall be permitted only upon the driveways, roads and parking lots of the facility.
No owner or driver shall cause or permit his vehicle to stand anywhere outside designated parking spaces, except for a reasonable time in a drive to take up or set down passengers.
When a road, drive or area shall be restricted as to traffic or use or closed and duly marked by signs, markings or barricades, it shall be a violation of this article to fail to observe and obey such signs, markings or barricades.
No person without a permit shall injure, deface, displace, remove, fill in, destroy or tamper with any part of the facility; take up or remove or carry away any sod, stone, gravel, sand, clay or earth or make an excavation of any kind, name or nature; harvest, cut, injure or remove any ice; or injure, deface, displace, remove or destroy any structure, building or any other property or equipment, real or personal, owned by or under the jurisdiction or control of said Township, or appertaining to the creation, government, use or maintenance of said facility; or injure or in any way interfere with the operation of any machine or instrument used in said facility; or injure, deface, displace, remove or destroy any sign, inscription, post or monument erected or marked for any purpose.
No person shall destroy, cut, break, deface, mutilate, injure, sever from the ground or remove any plant, flower, shrub, tree or other growing thing.
No person shall throw, cast or discharge into any of the waters of the facility any substance, matter or thing, liquid or solid, which may result in the pollution of said waters.
No person shall throw, cast or discharge unto the grounds or into any of the waters of the facility any papers or other refuse matter.
Any person convicted of a violation of any of the provisions of this article shall suffer a penalty of a fine of not more than $500 or imprisonment in the County Jail of the County of Ocean for a term not exceeding 30 days, or both.
