This Part shall be known and cited as the "Administrative Code
of the City of St. Marys."

This Part is enacted pursuant to the provisions of Article XXIII, § 2304, of the Home Rule Charter for the City of St. Marys.

The purpose of this Part is to provide the organizational and
operational framework for City government.

This Part shall be interpreted to be consistent with the provisions
of the Home Rule Charter of the City of St. Marys. Where the provisions
of this Part may be found to conflict with the Home Rule Charter,
the provisions of the Home Rule Charter shall control. If any provision
of this Part is found to be invalid, it shall not affect the validity
of any other provisions.

When used in this Part, certain words and phrases shall have
the following meanings:
The City of St. Marys.
The Home Rule Charter of the City of St. Marys prepared and
submitted by the St. Marys Government Study Commission on August 26,
1992, and duly adopted by the voters of the City of St. Marys on November
4, 1992, as it may from time to time be amended.
The person duly appointed as City Manager by City Council.
