The City of Hagerstown adopts the provisions of Title 13, Campaign
Finance, of the Election Law Article of the Annotated Code of the
Public General Laws of Maryland as from time to time amended and the
same is hereby adopted and incorporated as fully as if set out at
length herein, subject to the revisions set forth in the following
section.
The following sections of Title 13, Campaign Finance, are revised
as follows:
A. All references in the State Law to "State Board" or "Secretary of
State" are changed to "City Clerk."
B. Section 13-101(a) is amended to read as follows:

C. Section 13-103 is hereby amended to delete (b).
D. Section 13-104, Electronic signatures, is hereby deleted.
E. Section 13-210, Lobbyist, is hereby deleted.
F. Subtitle 2, Part VI, Contributions-Prohibitions, is hereby deleted.
G. Section 13-239, Anonymous contributions, Subsection 2 is hereby amended
to change the reference from "State Treasurer" to "City Finance Director."
H. Section 13-241 and 13-242 dealing with payroll deductions are hereby
deleted.
I. Section 13-243, Collection by Membership Entities, is hereby deleted.
J. Section 13-313, Termination of Campaign Finance Entity by State Board,
is hereby deleted.
K. Section 13-324, Electronic Filing of Campaign Reports, is hereby
deleted.
L. Section 13-335(a)(3), dealing with referral of prosecution to the
Maryland Central Collections Unit, is hereby deleted.
M. Section 13-340 is hereby amended to read as follows: "Fees relating
to campaign finance reports shall be paid to the City of Hagerstown
to cover administrative costs."
N. Section 13-341(c) and (d), referring to the transfer of campaign
finance reports to the state archives, is hereby deleted.
O. Section 13-402, Advertising Rates, is hereby deleted.
P. Sections 13-406, 407, 408 and 409 relating to General Assembly Legislative
Newsletters, are hereby deleted.
Q. Subtitle 5, Local Provisions, dealing with other jurisdictions, is
hereby deleted.
R. Section 13-602, Subsection (c), is hereby modified to change the
reference to "State Prosecutor" to "State's Attorney."
