As used in this article, the following terms shall have the
meanings indicated:
MULTIPLE DWELLING
Any building or structure and land appurtenant thereto containing
three or more apartments rented or offered for rent to three or more
tenants or family units.
OWNER
The owner, lessee, agent or other person who manages or controls
any rented dwelling.
The owner of any multiple dwelling unit shall be required to
have a building superintendent available on premises at all times.
Tenants must receive notification of who that person is and how they
can be contracted.
Any multiple dwelling containing 100 or more units shall have
a management office on site. Such office shall have the hours of operation
posted on both the door of the office and by the tenants' mailboxes.
The management office must be open during reasonable hours to accommodate
the needs of the tenants. During hours that the office is not open,
there must be a contact number posted on the door where the building
superintendent or other qualified management official may be reached
for any emergencies.
Any multiple dwelling containing 150 or more units shall have
a door attendant/twenty-four-hour security personnel in the lobby
of such dwelling. The purpose of this person is to maintain security
and assist residents with needs or concerns.
It shall be the responsibility of the owner of a multiple dwelling
unit, any part of which is leased or rented, to register the name
of the building superintendent with the office of the City Clerk upon
forms prescribed and furnished by the City. Any multiple dwelling
with 100 or more units must register with the City Clerk's office
the phone number and mailing address of the management office, as
well as the hours of operation. Further, any multiple dwelling with
150 or more units must register with the City Clerk's office
the name(s) of the security company/personnel performing such duties.
This article shall apply to all multiple dwellings, whether
already constructed, in the process of being constructed, or to be
constructed in the future. All multiple dwellings currently in existence
shall have 90 days to comply with the provisions of this article.
Any person who violates any provision of this article, upon
conviction thereof, shall be punished by a fine of not more than $100.
