The Cecil County Council hereby adopt those provisions contained
in the current revision of the Cecil County, Maryland, Personnel Policies
and Procedures Manual as the personnel policies and procedures that
shall apply to Cecil County employees, when relevant.
The Cecil County Council reserves the right to change or repeal
any or all of the provisions of said Cecil County, Maryland, Personnel
Policies and Procedures Manual at any time. Said Manual shall not
create any express or implied contract of employment between an employee
and Cecil County government or any other agency.
