It is the purpose of this article to safeguard the general welfare of the inhabitants of the Town of Schroeppel by the more efficient regulation of tourist camps and to:
A. 
Require that such camps be laid out and constructed in accordance with approved plans.
B. 
Prescribe regulations for said camps.
C. 
Require registration of occupants thereof and prescribe a time limit to the duration of stay of persons and house trailers within such camps.
As used in this article, the following terms shall have the meanings indicated.
HOUSE TRAILER and/or MOBILE HOME
Any vehicle or combination thereof used, designed or capable of being used as sleeping or living quarters, whether propelled by its own power or by the power of another vehicle to which it may be attached.
TOURIST CAMP
Any lot, piece or parcel of ground whereon are located two or more camps, cottages, tents, tent houses, cabins, trailers or other buildings designed or used for living quarters, other than houses and buildings regulated under the Zoning Ordinance or Mobile Home Park Ordinance of the Town of Schroeppel,[1] and for which use said premises are held open to the public and a fee is collected for such use.

A. 
No person or persons being the owner or occupant of any land or premises within the Town of Schroeppel shall use or permit the use of said land or premises as a tourist camp without first obtaining a permit therefor as hereinafter provided and except under the requirements and regulations of this chapter.
B. 
The annual fee for such permit shall be as follows: $2 per camp, cottage, tent, tent house or trailer stand on the site, the minimum fee in any event being $25 per year. Fees shall not be refundable.
A. 
The application for each tourist camp permit shall be in writing and signed by the applicant. It shall state:
(1) 
The name and address of the applicant.
(2) 
The name and address of each partner if the applicant is a partnership.
(3) 
The name and address of each officer and director if the applicant is a corporation.
(4) 
A complete description of the premises upon which the proposed camp is to be located.
(5) 
The name and address of the owner or owners of such premises.
(6) 
The number of camp units to be provided in the proposed camp.
B. 
Each application shall be accompanied by a complete plan to scale, showing the layout of the camp, including:
(1) 
The location, size and arrangement of each camp unit.
(2) 
The location of streets.
(3) 
The location and number of toilets, lavatories, showers and tubs for each sex.
(4) 
The location of water service and fire hydrants.
(5) 
The location of slop sinks, garbage receptacles and laundry facilities.
C. 
Where the applicant is not the owner of the premises, the application shall also be accompanied by the original or a photostatic copy of the lease of the premises and a written statement signed by all of the owners consenting that the premises be used for the purpose of a trailer camp.
D. 
With every application for a trailer camp permit there shall be filed by the applicant the authorization for such land use granted by the Zoning Board of Appeals as required by the Zoning Ordinance of the Town of Schroeppel.[1]

A. 
Each application shall be filed with the Town Clerk, who shall thereupon transmit the same to the Health Officer. Such application shall demonstrate compliance by the applicant with the minimum camp requirements as established by rule or regulation of the State Department of Health and Chapter 7 of the Sanitary Code of the State of New York. The Health Officer shall, after investigation, transmit the application to the Town Board, together with his written approval or disapproval thereof or recommendation pertaining thereto.
B. 
All such applications shall, after investigation, be approved or rejected by the Town Board, after which the application shall be filed with the Town Clerk and the applicant notified of the action in writing by the Clerk.
A. 
The Town Clerk of the Town of Schroeppel, upon approval of the application by the Health Officer and the Town Board of the Town of Schroeppel and upon receipt of the fee herein provided, shall issue a permit, to become effective from the date thereof and to continue in force for the term specified therein but in no event longer than through December 31 of the year in which issued.
B. 
The permit shall specify the number of camp units which may be used in said camp.
C. 
Said permit shall not be transferable or assignable.
A. 
Location and site requirements. All land used for a campsite shall be well drained, of ample size and free from heavy or dense growth of brush or woods. The land shall be properly graded to ensure rapid drainage during and following a rain.
B. 
Sewage disposal and water supply. Sewers or a proper septic tank system and leach field, public water or water from a private source of sufficient quantity and quality shall be provided for each tourist camp. In the event that a public sanitary sewer system is not available, said tourist camp shall be provided with a suitable and adequate sewage disposal system constructed in a manner approved by the Health Officer of the Town of Schroeppel and the State Department of Health and inspected by the Building Inspector of the Town and approved before coverage.
C. 
Extra buildings or additions. No buildings, additions or alterations shall be commenced wholly or in part until a permit has been issued according to the Building and Zoning Ordinances of the Town of Schroeppel.[1]

D. 
General sanitation. Tourist camps must be maintained in a sanitary and orderly condition at all times.
