A. 
The County of Essex supports the principles of fairness and equity in all contracting decisions regardless of race, religion, gender, national origin, age, ethnicity, sexual orientation, or disability. This commitment extends to all contract bidders, set-aside programs, minority/women/disabled business enterprises in all phases of the solicitation and/or awarding of contracts process, and it covers all County programs, management practices and decisions.
B. 
As leaders, Essex County administrators, managers and/or supervisors will take an active role in promoting and implementing the County's goals and objectives by developing relevant policies and procedures.
C. 
The County will not accept bids or proposals from, nor engage in business with, any business firm that discriminates in the solicitation, selection, hiring or treatment of subcontractors, vendors or suppliers on the basis of race, gender, religion, national origin, ethnicity, sexual orientation, age, disability or any other form of unlawful discrimination in its solicitation, selection, hiring or treatment of another business.
As used in this article, the following terms shall have the meanings indicated:
BUSINESS FIRM
Any person, firm, partnership, corporation or other business entity, or combination thereof, including any financial institution, prime contractor, subcontractor, supplier or vendor, that has submitted a bid or proposal, has been selected to do business, or is doing business with the County, including selling or leasing supplies or goods, or providing construction, financial, professional or other services for a fee.
CONTRACT
An agreement with any business firm let by or on behalf of the County for that business firm to provide labor, material, goods, supplies or services. It includes major public works contracts and minor public works contracts.
COUNTY
The County of Essex and those agencies, boards, commissions and corporations authorized to act on behalf of, or as agent for, the County of Essex.
