All elections for Town officers shall be held on the first Tuesday after the first Monday in November of each odd-numbered year.

At each meeting of the Town electors there shall be elected:
(a) 
Nine (9) members of the Town Council for a term of two (2) years, by a plurality of the votes cast at each said meeting of the Town electors. Each elector shall vote for a maximum of six (6) Council members.
(b) 
A Town Clerk for a term of six (6) years or such period as may be specified by the General Statutes.
(c) 
Nine (9) members of the Board of Education, as follows:
Beginning with the election of 2007, all nine (9) members of the Board of Education shall be elected to two (2) year terms. Each party may nominate and each elector shall vote for a maximum of six (6) candidates. No political party shall elect more than six (6) members to the Board of Education.

(e) 
At the biennial election of 2007, there shall be elected to the Board of Finance two members for a term of two (2) years. Each party shall be allowed to nominate two, and each elector shall vote for a maximum of two for the Board of Finance. No political party shall be allowed to have more than four members on the Board of Finance. At the biennial election of 2009, four members shall be elected for a term of two (2) years. Each party shall be allowed to nominate four, and each elector shall vote for a maximum of four for the Board of Finance. No political party shall be allowed to have more than four members on the Board of Finance. Thereafter, beginning with the election of 2011, all six members of the Board of Finance shall be elected to two (2) year terms. Each party shall be allowed to nominate four, and each elector shall vote for a maximum of four for the Board of Finance. No political party shall be allowed to elect more than four members to the Board of Finance.
(f) 
Members of the seven-member Town Planning and Zoning Commission for four-year terms for each term expiring the year of the election.
(g) 
Three (3) members of the Board of Water Commissioners, which shall consist of six (6) members. Terms shall be for four (4) years for each term expiring in the year of the election. The membership of the Board of Water Commissioners shall be limited to three (3) members from any one (1) political party.

The terms of officers elected at the biennial election shall begin at 12:00 noon on the day following said election, except as may otherwise be herein provided.

Minority representation on any elective or appointive board, council, commission, committee or similar body of the Town shall be determined in accordance with the provisions of § 9-167a of the General Statutes, Revision of 1958, as amended. As provided in said section, the maximum number on any such board, commission, committee or similar body who may be members of the same political party shall be as specified in the following table:

All elective officers shall be residents and electors of the Town, and if any such officer at any time shall cease to be resident of the Town, his office shall be vacated.
Any responsibilities of the former Board of Selectmen may be assigned by the Council to any board, agency, group or person.

Vacancies in elective offices, except in the Board of Education, the Planning and Zoning Commission and the Board of Finance, from whatever cause arising, shall be filled by the Council for a period until the next town election. Vacancies in the Planning and Zoning Commission shall be filled by the Planning and Zoning Commission for the period until the next town election. In filling any vacancy, the Council, Board of Education or the Planning and Zoning Commission shall select a person of the same political party as that of the former incumbent, unless said incumbent was not an enrolled member of a political party, in which case his successor shall not be an enrolled member of a political party. A member elected at a town election to fill a vacancy shall serve for the remaining unexpired portion of the term of the former incumbent.

In addition to the procedure for the nomination of candidates provided by the General Statutes, any elector of the Town may be nominated for any elective office except that of Registrar of Voters, and be entitled to have his name appear on the voting machines in a line designated "Independent," provided he shall file with the Town Clerk, not less than thirty (30) nor more than forty-five (45) days preceding the Town election, an individual petition signed by qualified electors of the Town in number equal to five (5) percent of the total number of electors in the Town as determined by the last effective list of the Registrars of Voters, and further provided that the Town Clerk after examining such petition shall certify to the Secretary of State that the petition contains the required number of valid signatures. The Town Clerk shall notify each person filing a petition within seven (7) days after said filing whether or not he had qualified to have his name appear on the voting machines. No elector shall be permitted to sign petitions on behalf of more candidates for any office than the number for whom he will be entitled to vote at the next town election. If any elector signs more than the authorized number of petitions, his signature shall be counted only on such petitions as are first filed up to the authorized number.
No person shall be eligible for election to any town office who is not at time of election a qualified voter of the Town.
No person serving on an elected board shall serve on any other board, elected or appointed, unless it is a subcommittee of the board he serves on or a subcommittee of the Town Council where the members of another board's presence is required by the Town Council on that subcommittee. This section shall not apply to persons serving on a building committee, charter revision commission or where membership is required by the Connecticut General Statutes.
