The purpose of this chapter is to specifically
repeal Ord. No. 849 of 1983, adopted on May 16, 1983, thereby disbanding
the Board of Recreational Commissioners for the Township of Hamilton.
It is also the purpose of this chapter to repeal Ord. No. 152, adopted
on January 19, 1953, thereby eliminating the position of Recreation
Director. It is the specific intent and purpose of this chapter to
create a Community Education/Recreation Advisory Board.
There is hereby established in the Township
of Hamilton, County of Atlantic and State of New Jersey, a Community
Education/Recreation Advisory Board. The purpose of the Community
Education/Recreation Advisory Board is to advise the governing body
with respect to issues concerning education and recreation throughout
the Township of Hamilton and to assist the governing body and the
Township Administrator in advising with respect to long-range planning
in the areas of education and recreation.

A. The Community-Based Programs Advisory Board shall consist of the
following 13 members:
(1) Committee by confirmation:
(a)
President of the Mays Landing Merchants Association (or designee).
(b)
President of the Rotary Club of Mays Landing (or designee).
(c)
Representative of the Mays Landing Athletic Association.
(d)
Representative of the Hamilton Township Police Athletic League.
(e)
Representative of the Hamilton Township Soccer Club.
(f)
Representative of the Hamilton Youth Athletic Association.
(g)
Representative of the Hamilton Township Public Schools.
(h)
Representative of the Greater Egg Harbor Regional High School
District.
(i)
Representative of the Hamilton Historical Society.
(2) Mayor's appointments:
(a)
Hamilton Township employee.
(b)
Three residents not already associated with any of the organizations
already included in this list.
B. The mayoral appointments shall expire December 31 of each year. The
terms of all other members shall terminate from time to time as the
offices in their representative organizations shall require.
C. The Community-Based Programs Advisory Board shall reorganize at its
first meeting of each calendar year. During the reorganization, the
members of the Community-Based Programs Advisory Board shall choose
from among themselves a Chairperson and a Vice Chairperson. During
the annual reorganization, the Community-Based Programs Advisory Board
shall also establish its meeting dates for the year, which shall be,
to the extent necessary, once per month and which may be altered at
the discretion of the Board.
D. Notwithstanding any other provision of this chapter, any person who is a member of the Community Education/Recreation Advisory Board at the time of its abolition and who is also associated with one of the youth athletic associations set forth in §
15-3A, but is not designated as that association's representative on the Community-Based Programs Advisory Board, shall nevertheless serve as an ex officio member of the Community-Based Programs Advisory Board until December 31, 2011.
All ordinances or parts of ordinances inconsistent
with this chapter, including, without limitation, Ord. No. 849-83
and Ord. No. 152 of January 19, 1953, shall be and are hereby repealed.

Attendance by at least five voting members of the Community-Based
Programs Advisory Board shall constitute a quorum for its meetings.
