Occupancy certificates shall hereafter be required for human
habitation every time a residential dwelling unit changes ownership.
The occupancy certificate required herein does not repeal or
amend requirements for other occupancy certificates heretofore provided
for by ordinance of this Borough or statutes of the State of New Jersey.

The owner of each dwelling unit subject to this article is hereby
charged with the responsibility for making written application to
the Code Enforcement Office for an occupancy certificate.
Any person charged with the responsibility for obtaining an occupancy certificate pursuant to this article who violates the provisions hereof shall be subject, upon conviction thereof, to penalties provided for in §
240-37.
