The following terms, when used in this article, shall have the following meanings, unless a different meaning clearly appears from the context:
The stopping of a vehicle upon a restricted street otherwise than in obedience to traffic regulations or traffic signs or signals for a period longer than reasonably necessary to load or unload passengers or freight.
Any municipally controlled property or structure designated for the parking of motor vehicles, whether for a fee or at no charge.
That mechanism having a fee-receiving and a fee-actuating mechanism all enclosed and mounted on top of a post, including electrical and/or mechanical devices designed to indicate entrance or expiration time to a parking space. Any use of the term "parking meter" or "metered" in this article can also mean a parking pay station as the mechanism to pay for the use of a parking space for a period of time.

Any restricted street, parking garage or parking lot upon which parking meters are installed and in operation.
That part of any public street, avenue, road, boulevard, highway or other public place established for the use of vehicles within the City and with parking restricted to a limited period only.
Any device in, upon or by which any person or property may be or is transported upon a highway.
