There is hereby created an Office for the Aging under the jurisdiction, supervision and control of the Mayor as provided in Article
VI of the Charter of the City of Mount Vernon. The head of such office shall be the Director, Office for the Aging who shall be appointed by the Mayor to hold office during the pleasure of the Mayor. The Director shall receive an annual salary to be fixed by the Board of Estimate and Contract. The Director may appoint a secretary and shall appoint such other subordinates as may be prescribed by the Board of Estimate and Contract.

The Director shall be a person experienced in the management,
supervision and administration of programs, projects and facilities
designed to assist the elderly to function independently within the
mainstream of the community for as long as possible and shall possess
professional and administrative education, experience and knowledge
concerning all services required to implement, operate, coordinate
and expand such programs, projects and facilities.

The Director, Office for the Aging shall have the following
powers and duties, which shall be exercised and performed subject
to the provisions of law:
(a) To advise and assist the Mayor, City Council, Board of Estimate and
Contract, and other departments, officials and agencies of the City
in developing policies designed to help meet the needs of the aging
and to encourage the full participation of the aging in the community;
(b) To assist in the coordination of all projects, programs and activities
relating to the aging;
(c) To promote public awareness of resources available for the aging,
and to refer the public to the appropriate departments and agencies
of the state and federal governments for advice, assistance and available
services in connection with particular problems;
(d) To stimulate community interest in the problems and needs of the
aging;
(e) To seek available public and private funds designated for programs
for the aging;
(f) Perform such other functions as are assigned by the Mayor or Commissioner
of Recreation, or as may be required or empowered under any other
provision of law not inconsistent with this section.
