A. 
Permit required. No person shall construct, install or replace any culvert without first obtaining a culvert permit from the Town Chair. The applicant for a culvert permit shall file the application with the Town Clerk.
B. 
Fee; deposit. The fee for a culvert permit shall be as set forth in the Town Fee Schedule and shall accompany the application.[1]

C. 
Specifications.
(1) 
Size and location. All culverts placed on, in or along the streets and highways of the Town, either under private driveways leading from the public highways to private property or otherwise, shall be of sufficient size and constructed in such manner and of such materials as to provide means for the flow of water naturally accumulating or flowing along the ditches on such highways. Such culvert shall be of corrugated galvanized or aluminized steel construction and be not less than 12 inches in diameter and shall be at least 24 feet in length to prevent injury to persons or property in the use of the highways and the entrance to and exits from the highways over and across such culverts. The Town Chair or his designee shall determine the size and length of the culvert required. All culverts shall be installed on a gravel bed of at least six inches and be covered with sufficient gravel to prevent injury to the culvert. Any culvert hereafter installed in the Town shall have tapered permanent end panels. The Town Board may alter the above requirements in the event compliance therewith would create an undue hardship.
(2) 
Existing culverts. The Town Chair may investigate, approve or disapprove the various existing culverts or other drainpipes placed in the highways in the Town. The Town Chair may require proper end panels to be placed on existing culvert installations where he determines it to be in the best interest of the Town and the abutting property owners. The Town Chair may also require the owner of an abutting property to remove, or cause to be removed or replaced with adequate facilities, any culverts or drainpipes which do not conform to the requirements as provided herein when, in his judgment, it is necessary to do so, either for the orderly construction, maintenance or repair of any such street or in providing for a proper drainage system thereon.
D. 
Construction procedure. Upon receiving an application for a new or replacement culvert, the Town Chair or his designee shall provide the owner with specific specifications and cause the project to be staked out for grade within seven days. After completion of the project, the owner shall request the Town Chair to inspect it. If the Town Chair determines that the construction is not in accordance with the specifications, the owner shall have 30 days to make the required corrections and, if not so made, the Town Chair shall cause the same to be made and place the entire cost thereof on the tax roll as a charge for current services pursuant to § 66.0627, Wis. Stats.
A. 
Permit required. No person shall construct any new driveway onto a Town highway without first obtaining a driveway permit from the Town Chair. The applicant for a driveway permit shall file the application with the Town Clerk and furnish a drawing designating his property lines, the location and width of the proposed driveway and the location of any driveway and highway intersection within 100 feet of the proposed driveway.
B. 
Fee. The fee for a driveway permit shall be as set forth in the Town Fee Schedule and shall accompany the application.[1]

C. 
Specifications for driveway construction.
(1) 
Width. No driveway shall exceed 40 feet in width at the paved portion of the highway unless approved by the Town Board.
(2) 
Interference with intersections prohibited. At highway intersections, a driveway shall not provide direct ingress or egress to or from the highway intersection area and shall not occupy areas of the roadway deemed necessary by the Town Board for effective traffic control or for highway signs or signals. All applications providing for location of a driveway within 66 feet of the center line of an intersection in residential districts and 100 feet in commercial and industrial districts shall be submitted to the Town Board. The Board shall approve or disapprove the granting of the permit upon determining whether or not such driveway would be detrimental to traffic control and safety.
(3) 
Other driveways. No driveway shall be located within 20 feet of another driveway.
(4) 
Interference with highway prohibited. No driveway apron shall extend out into the highway farther than the edge of the roadway surface.
(5) 
Number of driveways limited. No more than one driveway shall be constructed for any residential lot or premises without the approval of the Town Board.
(6) 
Workmanship and materials. Driveway surfaces shall connect with the highway pavement in accordance with specifications stated on the permit.
