A. 
No structure or land development shall hereafter be located, erected, constructed, reconstructed, repaired, extended, converted, enlarged or altered without full compliance with these regulations and all other applicable regulations which apply to uses within the jurisdiction of these regulations.

Failure to obtain a permit shall be a violation of these regulations and shall be punishable in accordance with § 159-40.
C. 
Permits issued on the basis of plans and applications approved by the Floodplain Administrator authorize only the specific activities set forth in such approved plans and applications or amendments thereto. Use, arrangement, or construction of such specific activities that is contrary to that authorized shall be deemed a violation of these regulations.
A. 
Whenever the Floodplain Administrator finds any work or activity regulated by this chapter being performed in a manner contrary to the provisions of this chapter, the Floodplain Administrator is authorized to issue a stop-work order.
B. 
The stop-work order shall be in writing and shall be given to the owner of the property involved, or to the owner's agent, or to the person doing the work. Upon issuance of a stop-work order, the cited work shall immediately cease. The stop-work order shall state the reason for the order, and the conditions under which the cited work will be permitted to resume.
C. 
Any person who shall continue any work after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to penalties as prescribed by law.
The Floodplain Administrator is authorized to serve a notice of violation on the property owner or person responsible for any work or activity in violation of the provisions of this chapter, or in violation of a permit or certificate issued under the provisions of this chapter. Such order shall direct the discontinuance of the illegal action or condition and the abatement of the violation.
Any person violating any of the provisions of this chapter shall, upon conviction, pay a fine of not less than $100 nor more than $250, for each violation, and in addition shall pay all costs and expenses of prosecution. Each day a violation continues shall be considered a separate offense. Nothing herein contained shall prevent the Floodplain Administrator from taking such other lawful action as is necessary to prevent or remedy any violation.
