As used in this article the term "vault" shall mean any coal
hole or receptacle for any other article or for light and air or for
any other purpose located in or under any street or sidewalk.

No person shall make or cause to be made any vault without a
license from the Council.

No person shall leave any vault open or unfastened except when
in actual use.

(a) Each person who maintains a vault shall keep it and the cover upon
it in good repair and condition at all times and shall indemnify and
hold the City harmless against all damages, costs and expenses incurred
in consequence of the same being out of repair or unfastened during
his ownership or occupancy.
(b) It shall be unlawful for any person to fail to comply with an order from the Director of Public Works and Forestry to comply with Subsection
(a) within 24 hours of the service of such order.
(c) If a person fails to comply with such an order, the Director shall
cause the repairs to be made at the expense of such person.
