The Borough Council may, from time to time, amend, supplement, change, modify or repeal this chapter, including the Zoning Map.[1] When doing so, the Council shall proceed in the manner prescribed in § 160-139 of this article.

Proposals for amendment, supplement, change, modification or repeal may be initiated by the Borough Council on its own motion, by the Planning Commission or by petition or curative amendment of one or more owners of property to be affected by the proposed amendment, subject to the following provisions:
A. 
Proposals originated by the Borough Council. Any proposed amendment, supplement, change, modification or repeal of this chapter originated by the Borough Council shall be referred to the Planning Commission. Within 30 days of the submission of said proposal, the Planning Commission shall submit to the Borough Council a report containing the Commission's recommendations, including any additions or modification to the original proposal.
B. 
Proposals originated by the Planning Commission. The Planning Commission may at any time transmit to the Borough Council any proposal for the amendment, supplement, change, modification or repeal of this chapter.
C. 
Proposals originated by a landowner. One or more owners of property to be affected by a proposal for amendment to this chapter may petition to change the chapter or may submit a curative amendment. Such petition or curative amendment shall be submitted, in writing, to the Code Enforcement Officer, together with a fee as prescribed by separate resolution, no part of which shall be returnable to the landowner. On receipt, the Code Enforcement Officer shall transmit a copy of the petition or curative amendment to the Planning Commission. Within 30 days of this submission to the Commission, the Commission shall submit to the Borough Council a report containing the Commission's recommendation, including any additions or modifications of the original proposal.
At least 30 days prior to the public hearing on any proposed amendment to this chapter, the Borough Planning Commission shall submit the proposed amendment to the Bucks County Planning Commission for recommendations. The recommendations of the County Planning Commission shall be submitted to the Code Enforcement Officer prior to the scheduled hearing on such amendment; if not so received, the recommendations of the County Planning Commission shall be considered to be favorable.
Upon receipt of the Planning Commission's recommendations and before voting on any proposed amendment to the chapter, the Borough Council shall hold a public hearing thereon pursuant to public notice. In cases involving a landowner's petition or curative amendment, such hearing shall commence within 60 days of submission with the Code Enforcement Officer.
Each year, as part of its annual report, the Planning Commission shall report on the current adequacy of this chapter. If found inadequate in one or more ways, recommendations for the correction of such inadequacies shall also be included. Such recommendations may be either specific proposals for the correction of any such inadequacy or general in nature, outlining the recommended procedures necessary to correct such inadequacies.
